SEVEN ACCUSED LINKED TO EMFULENI MUNICIPALITY ELECTRICITY FRAUD GRANTED BAIL

The Vanderbijlpark Magistrates' Court has granted bail of R20 000 each to seven accused persons linked to the multimillion-rand electricity fraud scheme involving the Emfuleni Local Municipality.

The accused were released on strict bail conditions, including that they must attend all court proceedings until the matter is finalised, reside at the addresses provided to the court, and notify the investigating officer of any change of address. They are further required to report twice weekly at the Vanderbijlpark Police Station, every Monday and Friday between 06:00 and 18:00.

In addition, the accused are prohibited from leaving the country and have been ordered to surrender their passports to the investigating officer. They may not apply for new travel documents and are prohibited from interfering with witnesses or the ongoing investigation.

The accused, namely David Seneekal (31), Caroline Smangele Maduna (39), Kenneth Zongezile Mahobe (35), Hlawutelo Baloyi (29), Pule Meshack Masilo (36), Andries Bafana Maduna (48), and Sibusiso Patrick Tshabalala (46), face charges of fraud, theft of electricity valued at approximately R9.9 million, fraud and theft involving a further R150 000, money laundering, and tampering with essential infrastructure.

It is alleged that between February 2024 and June 2026, the Emfuleni Local Municipality disconnected the electricity supply of businesses and residents whose accounts were in arrears. The accused allegedly approached affected business owners and residents and offered to reconnect their electricity supply in exchange for payment.

After receiving payment, the accused allegedly unlawfully reconnected the electricity supply and manipulated municipal records to reflect a reduced outstanding balance on the affected accounts.

In subsequent months, however, the affected consumers' municipal accounts allegedly reverted to reflecting the original outstanding amounts that had appeared before they were approached by the accused. Despite this, their electricity supply remained connected through the alleged illegal reconnections.

The affected complainants reported the matter to the municipality. Following an internal investigation, the municipality referred the matter to the South African Police Service for criminal investigation. The seven accused were subsequently arrested on 21 August 2026.

The State opposed the accused's release on bail. However, the court found that their release was in the interests of justice and granted bail subject to the conditions imposed.

The matter was postponed to 18 September 2026 for the bail judgment of the eighth accused, Janitha Van Reenen Coetzee.

MESSAGE BY DEPUTY PRESIDENT PAUL MASHATILE ON HIS PROGRESSIVE RECOVERY

Fellow South Africans, as many of you know, I recently underwent a minor medical procedure. I am pleased to share that my recovery is progressing well, and I am regaining strength each day.

On the advice of my doctors, I will continue resting until advised otherwise while work and delegated responsibilities continue to be underway in the capable team in my office with other stakeholders in government, business and other sectors.

I wish to thank my family, the medical team who continue to care for me, my team in the office, my colleagues in government, and in the ANC, and most importantly, President Ramaphosa and all South Africans who have sent messages of support.

Your prayers and encouragement have been a source of strength.

Let us continue working together for the progress of our country. I assure you that I remain dedicated to the responsibilities entrusted to me, and I look forward to returning to my duties in full, serving our nation with renewed energy and commitment.

Thank you, and may God bless South Africa.

THE ACDP CONDEMNS THE HORRIFIC MURDERS OF SIX WOMEN IN EKURHULENI: WE DEMAND DECISIVE JUSTICE AND REBUILDING OF COMMUNITY SAFETY

The African Christian Democratic Party (ACDP) expresses its deepest sorrow, outrage, and unequivocal condemnation regarding the horrific discovery of six  women's bodies in and around the Kempton Park, Rhodesfield, and Olifantsfontein areas of Ekurhuleni.

We extend our heartfelt prayers and deepest condolences to the grieving families, No child should be left motherless, and no family should have to endure the agony of losing a loved one to such horrific acts of violence.

A Crisis of Morality and Law Enforcement

The sanctity of human life is a core value, yet our women continue to live under the shadow of fear, terrorized in their own neighborhoods, parks, and daily routes. The brutal targeting and dumping of women in public spaces is not only a devastating blow to Ekurhuleni but a painful reminder of the ongoing national crisis of gender-based violence and femicide in South Africa.

While we acknowledge the deployment of a specialized SAPS task team to investigate these crime scenes, reactive warnings advising women to alter their routines or exercise caution are simply not enough. The law-abiding women of South Africa should not be forced into captivity by fear while criminals roam our streets freely.

The ACDP Calls For:

Uncompromising Police Action: We demand that the SAPS multidisciplinary task team act with total urgency and precision to apprehend those responsible and secure water-tight convictions.

 Visible Policing & Municipal

Infrastructure: The City of Ekurhuleni must immediately address dark, unlit thoroughfares, clear overgrown open spaces along major corridors like the R21, and fix broken surveillance infrastructure.

 Harsher Penalties for Violent Crimes:

The ACDP maintains its firm position that violent perpetrators and killers must face the full, unyielding force of the law, with life sentences meaning true life imprisonment without easy parole.

Restoration of Family & Moral Values:

Beyond policing, our society urgently requires a moral turning point. We must actively rebuild strong moral leadership in our homes and communities to eradicate the culture of violence against women and children.

We appeal to anyone with information— no matter how small—to come forward and assist law enforcement immediately.

Let us stand united in prayer, vigilance, and demanding justice for the victims and protection for our mothers, daughters, and sisters.

Police Ministry Calls for Urgent, Coordinated Investigation into the Murders of Women in Kempton Park

The Acting Minister of Police, Mr Firoz Cachalia, has expressed deep concern following the discovery of the bodies of women in the Kempton Park area. Minister Cachalia extends his sincere condolences to the families and loved ones of the deceased.

The Acting Minister returned to South Africa yesterday, following a working visit to China, and has prioritised receiving an update on the ongoing investigation.

Minister Cachalia, together with the Acting National Commissioner of the South African Police Service, Lieutenant General Puleng Dimpane, will meet with the investigating team this afternoon, to receive a detailed briefing on the progress of the investigation, the evidence gathered thus far and the measures being taken to identify and apprehend those responsible.

“_The discovery of multiple women murdered in the Kempton Park area is deeply disturbing. While the investigation must establish whether these cases are linked, the possibility that a perpetrator or perpetrators may be targeting women demands our urgent and determined attention. A multidisciplinary investigation has been established to examine possible links between the cases, identify those responsible and bring them to justice. The meeting with the investigating team will provide an opportunity to assess the progress of the investigation and ensure that all necessary resources and operational support are being brought to bear.

The safety of women is a priority. The SAPS will continue working with communities and other stakeholders to identify risks, strengthen policing responses and ensure that credible information is acted upon.

We appeal to anyone with information that may assist the investigation to come forward through the appropriate police channels. We also urge the public not to circulate unverified information or make accusations without evidence. Our thoughts remain with the families of the deceased during this deeply painful time_,” said Minister Cachalia.

COMOROS LOOKS TO TOURISM, TRADE AND REGIONAL CONNECTIVITY FOR A STRONGER ECONOMIC FUTURE

COMOROS LOOKS TO TOURISM, TRADE AND REGIONAL CONNECTIVITY FOR A STRONGER ECONOMIC FUTURE

Comoros — The Comoros is continuing its efforts to strengthen its economy through tourism, infrastructure development and greater regional integration.

The Indian Ocean island nation faces a distinctive set of challenges.

Its geography provides enormous tourism potential, but the same geography makes transport, logistics and infrastructure expensive.

An Island Economy

Comoros consists of islands with strong cultural and commercial connections to Madagascar, Mozambique, Tanzania and other Indian Ocean countries.

Its location gives it access to important maritime routes.

However, limited direct transport connections can make travel and trade expensive.

Improved air and maritime links therefore remain essential to economic growth.

Tourism Potential

Comoros possesses beaches, volcanic landscapes, marine ecosystems and a rich cultural heritage.

Tourism could become a major source of employment.

The country has the potential to attract visitors looking for destinations outside the more established Indian Ocean tourism markets.

But tourism requires reliable hotels, airports, roads, telecommunications and electricity.

Agriculture

Agriculture remains important.

Vanilla, cloves and other agricultural commodities provide export earnings.

Small farmers, however, remain vulnerable to global commodity prices.

Developing local processing industries could increase the value of agricultural exports.

Instead of exporting raw products, Comoros could increasingly produce packaged and processed goods.

The Diaspora

The Comorian diaspora plays an important economic role.

Remittances from citizens living abroad support households and contribute to the national economy.

The challenge is to channel some of this capital into productive investment.

Diaspora investment in tourism, housing, agriculture and small businesses could help accelerate development.

Climate Change

As an island nation, Comoros is vulnerable to climate change.

Rising sea levels, coastal erosion and changing weather patterns threaten infrastructure and communities.

Investment in climate-resilient infrastructure is therefore essential.

Digital Connectivity

Technology could help overcome some geographic limitations.

Reliable internet access allows businesses to reach international customers without requiring physical proximity to major markets.

Digital education and remote employment could also create opportunities for young people.

Regional CoOperation

Comoros can benefit from stronger relationships with the African Union, Southern African Development Community, Indian Ocean Commission and other regional institutions.

Regional Integration can improve Trade and Mobility.

Comoros has the potential to develop a distinctive island economy based on tourism, agriculture, fisheries and services.

The Key is Infrastructure.
