The South African Police Service will embark on revised Station Post Requirement (SPR) Public Participation Consultation to introduce the Revised THRR Resource Methodology Tool, now renamed the Station Post Requirement (SPR) tool.

Why This Matters:

· Communities can give inputs on the allocation of human resources at their local police stations. 
· Ensure policing is effective, equal and responsive to local needs. 
· Build trust and collaboration between SAPS and the community. 
· Review how police personnel is allocated. · Communities have a voice in policing human resource allocation. 
· SAPS to gain valuable input for effective resource deployment. 
· Strengthened community-police collaboration. 

Public participation will cover an identified sample of 100 police stations, 11 stations in each province (and an extra 1), across South Africa. The sample is inclusive of including the top 30 high-crime contributing stations and both rural, urban/rural, and urban stations to ensure a broad stakeholder engagement. 

During public participation, communities will be afforded an opportunity to make representations on the revised station post requirement. These representations will be considered to further enhance the SPR tool to ensure that allocation of human resource meet local policing needs. 

This process forms part of the Minister and National Commissioner’s response to ensure that human resource allocation in SAPS aligns with both legal directives and community expectations.

Over the past years, SAPS has made significant strides in recruitment and resource allocation. 

The SPR public participation process provides an opportunity for the community to actively understand the type and quantity of personnel deployed in their stations.

The handover meeting between former MEC for Finance, Lebogang Maile, and the newly appointed MEC marks a watershed moment, reflecting institutional maturity and a commitment to a smooth and responsible transition. We extend our sincere appreciation to MEC Maile for facilitating a seamless and dignified handover process. 

The EFF welcomes the smooth transition and the introduction of the new MEC to senior management within the department. This process is critical in ensuring continuity, stability, and accountability in the management of public finances in Gauteng. 

We note that the engagement included discussions on the final steps to complete comprehensive briefings and introductions, particularly focusing on immediate priority areas that require the attention of the MEC. 

This is essential to ensure that there is no disruption in the execution of the department’s responsibilities, especially in a context where the province faces significant fiscal and service delivery challenges

The EFF expects the new MEC to assert decisive political leadership over the Treasury, prioritise the efficient allocation of resources, and strengthen oversight mechanisms to ensure that public funds are directed towards improving the material conditions of the people of Gauteng. 

We further emphasise that the Treasury must play a central role in driving a developmental agenda, resisting austerity measures, and ensuring that budgeting processes respond directly to the needs of the working class and the poor

The EFF will continue to exercise robust oversight to ensure that the Gauteng Provincial Treasury works with the rest of the other departments in serving the people of Gauteng with integrity, transparency, and urgency.

$1 Billion Investment unlocked through Infrastructure South Africa

The Minister of Public Works & Infrastructure, Dean Macpherson, has welcomed Infrastructure South Africa’s contribution to the successful hosting of the South African Investment Conference in Sandton on Tuesday, and in particular its role in helping to unlock a $1 billion investment pledge by global agricultural company UPL announced at the conference. The investment amounting to approximately R17 billion and led by UPL Chairman and Group CEO Jai Shroff, is linked to a large-scale bioethanol production facility in South Africa. 

The project will utilise sugarcane and maize as a feedstock and support the development of an integrated agricultural and energy value chain. Infrastructure South Africa, an entity of the Department of Public Works & Infrastructure, played a key facilitative role in advancing the project by bringing together stakeholders across the agricultural, energy, and financial sectors. This included supporting engagements between UPL and a major development finance institution to explore project preparation and financing opportunities, as well as broader collaboration to move the project towards implementation. 

The project has significant potential, including the cultivation of approximately 400,000 hectares of sweet sorghum and the production of up to 1.3 billion litres of bioethanol annually. This will inject significant amounts of money directly back to small and large scale farmers. This positions South Africa as a potential leader in the biofuels sector, while supporting rural development and job creation. 

Minister Macpherson said Infrastructure South Africa is playing an increasingly important role in unlocking investment by removing bottlenecks, coordinating stakeholders, and supporting project preparation. “When I was appointed Public Works & Infrastructure Minister 21 months ago, I committed to turning the Department into the economic delivery unit of South Africa to help grow the economy and create much-needed jobs. The $1 billion investment, facilitated by Infrastructure South Africa, is clear evidence of the progress we are making in achieving that goal,” Minister Macpherson said. 

“This investment demonstrates what is possible when government plays an active role in facilitating partnerships, removing obstacles, and aligning stakeholders behind a common objective. It also highlights the growing importance of Infrastructure South Africa in ensuring that projects of this scale move from concept to implementation as we work to build a better South Africa.”

Western Cape Mobility on 29 arrested during Easter Road Safety Enforcement

Provincial Traffic Services have intensified Easter road safety operations across major routes in the Western Cape, adopting a high-visibility, zero-tolerance approach to remove unsafe drivers and vehicles from the roads.

Over the past 48 hours, traffic officers stopped and checked 14 888 vehicles across the province. A total of 29 motorists were arrested, including 24 for driving under the influence of alcohol (DUI). Yesterday, three men were arrested for DUI at a roadblock on the R303 near Ceres, while a further three men and one woman were arrested for DUI during various operations on the R300 on the same day.

Officers also arrested three men for being in possession of false documents, including two at a roadblock on the R102 near Somerset West yesterday. In a separate incident, a man was arrested at a roadblock in Grabouw for failing to produce any valid documentation. In several cases, drivers were carrying passengers, turning what should have been holiday trips into stressful and difficult situations for families and friends.

Western Cape Minister of Mobility, Isaac Sileku, said the behaviour of some drivers remains deeply concerning. “These arrests show that some drivers are still putting lives at risk by ignoring the law. Because of these reckless choices, 29 individuals are now spending the long Easter weekend behind bars instead of with their loved ones. These situations could have been avoided if they had made responsible decisions and complied with the rules of the road.”

Enforcement outcomes:

642 unlicensed vehicles removed from the roads
104 unroadworthy vehicles taken off the road immediately
4 054 fines issued for vehicle and traffic offences
235 speeding cases recorded
219 cases of overloading
Every stop, arrest, and fine contributes to safer roads. By removing dangerous drivers and unsafe vehicles, traffic officers are actively protecting communities and saving lives.

Road safety teams are also conducting pedestrian awareness campaigns, while vehicle inspections were carried out ahead of the Easter rush to ensure roadworthiness, helping to protect pedestrians and all road users during one of the busiest and most high-risk travel periods of the year.

With wet weather continuing to affect major routes such as the N1, Provincial Traffic Services are advising motorists to exercise extra caution and adjust their driving to the conditions where necessary.

“Every traffic officer on the road is working hard to prevent crashes and save lives. We are visible, we are vigilant, and we will act. In wet conditions, there is no room for mistakes. We will continue removing unsafe drivers and vehicles until everyone reaches home safely,” added Minister Sileku.

Residents and visitors are encouraged to drive and walk sober, stay patient, and continue playing their part in helping everyone reach their destination safely.

Gauteng Transport Inspectorate ( GTI ) Intensifies Law Enforcement

The Gauteng Transport Inspectorate (GTI), in collaboration with the Road Traffic Management Corporation (RTMC), continues to intensify law enforcement operations aimed at curbing lawlessness, combating criminal activity, and improving compliance with traffic legislation, particularly within the public transport sector.

During the month of March 2026, high-impact stop-and-search operations were conducted across Johannesburg, Tshwane, Ekurhuleni, and Vereeniging. These targeted operations focused on major public and scholar transport routes identified as high-risk for non-compliance and road safety violations.

As a result of these operations, 17 vehicles were impounded in Ekurhuleni and 31 in Vereeniging for failing to meet essential road safety standards. Furthermore, 220 minibuses were discontinued due to serious mechanical defects, while an additional 227 vehicles were issued with discontinuation notices.

The defects identified included faulty brakes, worn tyres, broken headlights, defective brake lights or indicators, and cracked windscreens, posing significant risks to passenger safety and other road users.

In addition, officers issued infringement notices to non-compliant public transport operators:
• More than 3,000 manual infringement notices were issued.
• A total of 4,560 electronic infringement notices were processed using the inspectorate’s advanced e-Force devices.

Further violations uncovered during the operations include:
• 752 minibus taxi drivers operating without valid driving licenses.
• 394 minibuses found operating without valid licence discs.

Law enforcement efforts also led to the arrest of 36 motorists on charges of fraud, driving under the influence, bribery, defeating the ends of justice, and reckless and negligent driving.
Gauteng MEC for Roads and Transport, Kedibone Diale-Tlabela, commended the officers for their dedication and the impact of the operations:

“The results achieved in March demonstrate our unwavering commitment to restoring order and discipline on Gauteng’s roads. I commend our law enforcement officers for their vigilance, professionalism, and determination in ensuring that public transport operators comply with the law and that our roads are safer for all.”

The stop-and-search operations remain a key pillar of the province’s road safety and law enforcement programme.

The Western Cape Government has committed R15 million to support upgrades at both World Sports Betting (WSB) Newlands Cricket Ground and Boland Park in Paarl, where some of the tournament’s matches will be hosted.

On Thursday, 2 April 2026, the Department of Cultural Affairs and Sport signed Memoranda of Agreement (MOAs) with the Western Province Cricket Association (WPCA) and Cricket Boland to formalise financial support for the necessary infrastructure work in preparation for the ICC Men’s Cricket World Cup 2027, part of which will be hosted in South Africa.

The Provincial Minister of Cultural Affairs and Sport, Ricardo Mackenzie, said: “The Western Cape has shown that we are capable of successfully hosting World Cup events and we look forward to seeing the Cricket World Cup here next year. These kinds of events help to support our local economy as they not only bring economic investment, but they also support job creation. The Western Cape Government is proud to contribute to ensure that our stadiums are ready for this exciting event.”

WPCA CEO Corrie van Zyl said: "We are grateful for the Western Cape Government’s support, which ensures that WSB Newlands Cricket Ground will be ready to host world-class cricket. This investment strengthens our ability to deliver a memorable World Cup experience for players, fans, and the broader community."

The WPCA President, Johannes Adams, said: "The partnership between government and cricket is vital to the success of major events. We thank the Western Cape Government for their commitment, which not only benefits the World Cup but also leaves a lasting legacy for cricket in our province."

Boland Cricket expressed their appreciation for the funding: “The Western Cape Government’s investment in a dedicated purpose-built Player/Match Officials area at Boland Park is more than preparation for the Cricket World Cup, it is a lasting commitment to world-class facilities that will serve athletes, officials and our community for generations to come.”

The World Cup Tournament is scheduled to be played across South Africa, Zimbabwe, and Namibia in October and November 2027.

The Economic Freedom Fighters (EFF) calls for the immediate resignation of the ANC-deployed Mayor of the Buffalo City Metropolitan in Eastern Cape, Mayor Princess Faku, following revelations that she fraudulently registered herself at the University of Fort Hare.

In what follows a string of ANC leaders in the Eastern Cape who have fraudulently obtained qualifications at Fort Hare, Princess Faku joins the list after she was reportedly denied attendance at the University’s graduation ceremony held on Friday, 03 April 2026. The University refused to allow her to attend the graduation, citing ongoing investigations by the Special Investigative Unit (SIU) that she did not meet the requirements to enrol in the LLB course.

Princess Faku joins ANC Eastern Cape Premier Oscar Mabuyane, former ANC Premier and Speaker of the Eastern Cape Provincial Legislature and current Public Service and Administration Minister Noxolo Kiviet, and current ANC-aligned National Chairperson of the South African National Civic Organisation (SANCO), Mike Basopu, as leaders of the ANC who are being probed for fraudulently obtaining qualifications at Fort Hare.

In a context where millions of young people seek to pursue higher education after matriculating, and are often denied entry due to limited access and space in universities, it is disgraceful that ANC politicians in the Eastern Cape see it fit to use their political and financial influence to undermine the merit based system that underpins access to University.

There are worthy young people who were denied access at Fort Hare, due to Princess Faku and all ANC politicians who manipulate their way into institutions of higher learning, so that they can meet internal political party education criteria in order to be deployed to office. Further to this, the credibility of Fort Hare is harmed by ANC politicians who bring the corruption they practice in governance into the corridors of education.

Princess Faku and all those who are implicated in degree-fraud must immediately resign and be held responsible for undermining education, denying young people a fair chance, and stealing their university spots compromising their futures

CONSTITUTIONAL AMENDMENT BILL ON LAND REFORM IN SOUTH AFRICA

The uMkhonto weSizwe Party (“MK Party”) will on 27 May 2026 introduce the Constitution Amendment Bill in the Portfolio Committee on Justice and Constitutional Development.

This historic Bill seeks to amend Section 25 of the Constitution to explicitly provide for the expropriation of land without compensation for purposes of land reform.

It declares land as the common heritage of all South Africans, to be held under the joint custodianship of the State and Traditional Leadership in the public interest.

The amendment will enable the full expropriation of land without any form of compensation, remove all references to compensation in Section 25, and extend the cutoff date for national restitution claims from 19 June 1913 to 6 April 1652. This will bring the 87% of land currently excluded into the restitution & redistribution process, addressing historical dispossession dating back to the arrival of colonialism.

In line with Pillar 2 of the MK Party People’s Mandate: Reclaiming Our Land and Mineral Resources, the Bill fully recognises and restores the central role of our African Royalty and Traditional Leadership.
Traditional leaders, as the original and rightful custodians of the land and indigenous governance systems, will play a primary and authoritative role alongside the State in the administration, allocation, stewardship, and governance of land, particularly communal land.

This restores the dignity, authority, and historical responsibility of African Royalty and Traditional Structures in land matters.

The Bill aims to accelerate equitable access to land, empower the majority of South Africans to participate meaningfully in ownership, agriculture, and economic development, while advancing food security, poverty alleviation, and broader socio-economic transformation.

The MK Party recognises that many political parties, including the ANC, EFF, IFP, ATM, PAC, UAT, UDM and others, share the commitment to accelerated and meaningful land reform.

In line with this common purpose, the MK Party will embark on intensive consultations with all parties that seek to confront and resolve the original sin of land dispossession in our country.

The Bill will also be referred to the National House of Traditional and Khoi-San Leaders, in recognition of the important role of traditional leadership.

Under the proposed framework, the State, in partnership with Traditional Leadership, will assume custodianship of land on behalf of the nation and grant secure, long-term leases that recognise traditional systems of inheritance and allocation under the guidance of Traditional Leaders and African Royalty.

These leases will be designed to be bankable and will provide citizens, farmers and businesses with the confidence to invest productively, while preventing speculation, hoarding, and foreign ownership.

The system will prioritise productive land use, safeguard food security, and provide targeted support to women, youth and rural communities.

The MK Party remains confident that this custodianship approach, rooted in African traditional governance, is both practical and workable.

South African examples such as the Mineral and Petroleum Resources Development Act (MPRDA) and Waterfall City demonstrate that custodianship models can attract investment and support development without individual freehold title deeds.

Land reform is too critical to be delayed. The MK Party calls on all progressive parties and organisations to engage constructively with our Bill and to work together in building the broad support needed to pass this historic constitutional amendment.

Urgent repairs to failing Stormwater Drainage Infrastructure in Koppies , Ngwathe Municipality

The Democratic Alliance (DA) has written to the Municipal Manager (MM) and intensified oversight to ensure urgent intervention and repairs to the failing stormwater drainage infrastructure in Koppies, which has remained unresolved since September 2025.

This continued neglect has directly affected residents, as collapsing infrastructure has led to persistent flooding, property damage, and growing safety risks within the community.

Critical water drainage pipes in the affected area have collapsed, and no adequate repairs have been undertaken. As a result, the situation has deteriorated significantly, particularly during the current rainy season, which has intensified water flow and placed additional pressure on already failing infrastructure.

Several homes on the affected street are now directly affected, with residents experiencing persistent water accumulation, property damage, and increased safety risks. What was initially an infrastructure concern has now escalated into a matter affecting residents' daily living conditions.

The DA finds it unacceptable that such a prolonged delay in addressing essential infrastructure has persisted, especially where it directly impacts vulnerable communities.

We urge the MM to act now and deliver the following:

Immediate repairs or replacement of the damaged stormwater drainage pipes are prioritised,
A comprehensive technical assessment of the affected infrastructure is conducted,
Temporary measures are implemented to mitigate water flow during ongoing rainfall, and
A clear and transparent timeline for resolution is communicated to residents.
Failure to act decisively will result in further damage to infrastructure, increased financial burden on both residents and the municipality, and potential health and safety hazards.

The DA remains committed to holding the administration accountable and to ensuring that residents receive the basic services they are entitled to.

The Economic Freedom Fighters (EFF) is appalled by the reckless, wasteful, and fruitless expenditure of the Nelson Mandela Bay Metropolitan Municipality, which has over a period of two-years and five months paid suspended ANC-appointed City Manager Noxolo Nqwazi, a cumulative amount of R5.8 million.

In what can only be described as irresponsible conduct by a municipality which has failed to exercise its due diligence and responsibility, Nqwazi has drawn a salary while on suspension since the 20th of October 2023, due to the failure of the municipality to timeously institute the necessary disciplinary processes and procedures.

This has resulted in not only her being a burden on the finances of the municipality, but has meant there has been a revolving door of acting City Managers in the City for two and a half years. As a result, millions have been spent remunerating these acting City Managers, while R5.8 million has been spent on the suspended City Manager.

Of greater concern is that the City has reportedly lost R1.6 billion in rollover applications from National Treasury over the years, due to the absence of a City Manager. The process of rollovers refers to instances where each financial year approved and unspent funds are reallocated for committed projects which can range from infrastructure and service delivery objectives, rather than returning that money to the National Revenue Fund.

This means residents are being denied funds which could improve their lives due to the lack of an active City Manager to claim these funds.

The EFF takes this opportunity to remind South Africans and the people of Nelson Mandela Bay that it was the EFF which led the charge against the fraud and corruption accused Noxolo Nqwazi, who was implicated in the irregular procurement of a toilet tender in the municipality which led to her arrest.

On the 01June2023, we called for the immediate resignation of Nqwazi, on the basis of the findings of the Special Investigating Unit (SIU), which revealed that she approved a R24.6 million tender to procure 2000 toilets during the COVID-19 pandemic, under the guise of emergency procurement.

Unsurprisingly and true to form for an ANC-appointed City Manager, only 200 toilets were procured, and it was revealed that Nqwazi sat at the head of a corrupt patronage network, wherein she is alleged to have utilised the proceeds of this irregular tender to control ANC and DA councillors using bribes, in order to shield herself from accountability.

Following consistent and principled calls and campaigns by the EFF, and a special motion which was introduced by the EFF in the Nelson Mandela Bay Municipal Council, Nqwazi was placed on a precautionary suspension on the 20th of October 2023.

It is therefore undermining to the good work of the EFF in fighting corruption, and disrespectful to the people of Nelson Mandela Bay, that money that could have been used to deliver basic services such as water, electricity, cleaning of illegal dumping sites and many other critical services, has been used to pay an individual who is sitting at home doing nothing.

The EFF will therefore bring an urgent motion in the Nelson Mandela Bay Municipal Council, to urgently begin and resolve disciplinary proceedings against Noxolo Nqwazi. The EFF wishes to make it clear that we will in no shape or form support any settlement agreement with Nqwazi, who has already been accused of defrauding the municipality using tenders, and has now defrauded the municipality by being remunerated for almost three years while on suspension.

The R6.5 million settlement which she has reportedly agreed to is a spit in the face of the residents of Nelson Mandela Bay who suffer indignity on a daily basis.

Corruption must not be rewarded, and the EFF will fight tooth and nail to ensure that there are consequences for the irresponsible conduct of the municipality, and that the monies which have been paid to the ANC’s Noxolo Nqwazi are recovered.

President Cyril Ramaphosa Appoints New SARS Commissioner

President Cyril Ramaphosa has appointed Dr Ngobani Johnstone Makhubu as Commissioner of the South African Revenue Service (SARS) for a period of five years with effect from 1 May 2026.

President Ramaphosa has made this appointment in terms of section 6 of the South African Revenue Service Act of 1997, following an unanimous recommendation by a selection panel convened by Minister of Finance, Enoch Godongwana.

Dr Makhubu, who has held the position of Deputy Commissioner: Taxpayer Engagement & Operations since 2023, succeeds Commissioner Edward Kieswetter whose two-year contract ends on 30 April 2026.

The incoming Commissioner is a seasoned public and private sector executive with more than 17 years of senior leadership experience spanning tax administration, commercial, finance and operations management.

He has worked in complex, regulated and large-scale organisations across multiple industries including fast-moving consumer goods (FMCG), mining, power generation and public revenue services.

Dr Makhubu has worked on the formulation of the SARS strategic direction since 2020 and has actively worked to implement the Vision 2024 strategy together with the current Commissioner.

The implementation of Vision 2024 achieved revenue collections with a compounded annual growth rate of 7.6% while voluntary compliance increased by 3.4 percentage points.

President Ramaphosa congratulates Dr Makhubu on his appointment to lead the revenue service as the institution that provides the financial resources necessary for the Government to function, fund infrastructure, and pay for social services.

President Ramaphosa has also expressed his appreciation and high regard for Commissioner Kieswetter’s incisive and innovative leadership that has positioned SARS as a critical enabler of fiscal stability, social delivery, trade facilitation, and the enablement of domestic and foreign investment.

President Ramaphosa says the change in the leadership of SARS shows how sound succession planning contributes to the capability of the State.
