The Democratic Alliance (DA) in the Western Cape notes with serious concern the conduct of the African National Congress (ANC) in the provincial legislature today.

The ANC’s repeated disregard for established procedures and rulings undermines the integrity of the House and the democratic principles that guide its work.

The House met on Thursday to debate the Western Cape Provincial Budget. Instead of offering constructive input, the ANC chose political theatre for the cameras. Its members also appeared to use the debate and the chamber as a rehearsal space for their planned “People’s March” this weekend.

Parliament is an institution governed by rules, precedent and discipline. All members are equally bound to uphold the decorum of the House. When those rules are ignored, proceedings are disrupted and public trust in democratic institutions is weakened.

The ANC’s conduct was disruptive, unserious and unworthy of a budget debate. It raises the question of whether its members entered the chamber to contribute meaningfully or simply to provoke removal and then claim victimhood afterwards. That is not principled opposition. It is performative politics.

The DA calls on the ANC to respect the authority of the presiding officer, comply with the rules and rulings of the House, and conduct itself in a manner that reflects the dignity and discipline expected of elected public representatives

Exposes Shocking Neglect of Sport Facilities in Madibeng

The Democratic Alliance (DA) is deeply concerned about the deteriorating condition of sports facilities in Madibeng Local Municipality, which reflects a broader failure to maintain essential community infrastructure.

During a recent oversight inspection, it became evident that key facilities have been severely neglected. Sports fields are overgrown and unusable (see photos here and here), while critical infrastructure such as spectator stands and perimeter fencing is in a state of disrepair. Basic maintenance appears to have been absent for an extended period.

Of particular concern is the condition of the ablution facilities. These are vandalised, unhygienic, and effectively unusable (see photos here and here). The presence of litter, damaged infrastructure, and sewage-like conditions poses a serious health risk to community members, especially young people who should be able to safely make use of these facilities.

Sports facilities are vital community assets that play an important role in youth development, social cohesion, crime prevention, and promoting healthy lifestyles. When these spaces are allowed to deteriorate, communities are deprived of safe recreational opportunities and young people are left without constructive alternatives.

The current state of these facilities is not only unacceptable but also reflects a disregard for the wellbeing and dignity of residents.

The DA calls on Madibeng Local Municipality to urgently prioritise the restoration of these facilities. This must include immediate grass cutting and cleaning, the repair and rehabilitation of ablution blocks, and the implementation of a structured and ongoing maintenance plan to ensure that facilities remain safe and usable.

In addition, the municipality must take steps to secure these facilities to prevent further vandalism and protect public infrastructure.

This matter will be pursued through the appropriate oversight channels to ensure accountability and to compel the municipality to act.

Residents of Madibeng deserve safe, clean, and functional recreational spaces. The DA will continue to monitor the situation and advocate for the proper maintenance and management of community facilities.

Unsafe drinking Water in Phatsima

The Democratic Alliance (DA) in Rustenburg is deeply concerned about the poor quality of water being supplied to residents in Phatsima, which poses a serious risk to public health.

Recent on-site evidence confirms that the water is heavily discoloured, brown in appearance, and contains visible foam. This is not only unacceptable but potentially dangerous for residents who rely on this water for drinking, cooking, and basic hygiene.

Access to clean and safe drinking water is a fundamental constitutional right. The current conditions in Phatsima undermine the dignity, health, and wellbeing of residents and point to serious failures in water treatment, bulk supply management, or possible contamination within the system.

The DA has formally written to Magalies Water, as the bulk supplier, as well as to the Executive Mayor and the Municipal Manager of Rustenburg Local Municipality, demanding urgent intervention and accountability.

Magalies Water must immediately conduct comprehensive water quality testing on the water supplied to Phatsima and make the results publicly available. Residents have a right to know whether the water they are consuming is safe.

In addition, urgent corrective measures must be implemented to ensure that only potable water is supplied. This must include a full investigation into the source of the contamination and the implementation of long-term solutions to prevent recurrence.

Rustenburg Local Municipality must also ensure proper reticulation, ongoing monitoring of water quality within the distribution system, and clear communication with affected residents.

Given the serious health risks involved, the DA will escalate this matter to the South African Human Rights Commission (SAHRC) to ensure that the constitutional rights of residents are protected and that all responsible parties are held accountable.

Residents of Phatsima cannot be expected to live with unsafe water. Clean, reliable drinking water is not a privilege — it is a basic human right.

The DA will continue to pursue this matter until residents receive the safe and dignified services they deserve.

Government and Industry reassure stable Fuel Supply and urge Public not to Panic-Buy

The Department of Mineral and Petroleum Resources (DMPR) has noted with concern the circulation of statements and messages by certain organisations and individuals encouraging members of the public to rush to filling stations due to a perceived fuel shortage and anticipated fuel price increases.

The Department and Fuels Industry Association wish to firmly reiterate that South Africa’s fuel supply remains stable in the immediate term, and there is no basis for panic-buying.

While there may be isolated localised logistical challenges affecting the movement or availability of fuel in certain areas, these are operational in nature and do not constitute a national supply shortage. These issues are being actively managed through established industry and regulatory channels.

It is therefore incorrect and misleading to link such isolated domestic logistical matters to broader geopolitical developments. Such claims risk creating unnecessary alarm and confusion among the public.

Calls for the public to rush to the pumps are irresponsible. They place undue pressure on supply systems, congestion at service stations, and anxiety among consumers.

The Department calls all organisations, public representatives, commentators and social media users to act responsibly and to refrain from spreading unverified or speculative claims regarding fuel supply and fuel price developments.

Members of the public are encouraged to continue purchasing fuel in the normal course and to rely on official government communication for accurate and verified information.

Consumers who experience fuel-related challenges or wish to lodge complaints are encouraged to report these to fuel.complaints@dmpr.gov.za, enabling the department’s inspectors to respond and intervene where necessary.

The Department and the Fuels Industry Association will continue to monitor the situation closely and will communicate any confirmed developments through official channels.

We are grateful for your willingness to take time from your hectic schedules today to participate in this essential engagement session focusing on our Metropolitan municipalities.

Given that metropolitan municipalities house 62% of the nation’s population and generate over two-thirds of the GDP, it is imperative to recognise their critical role in South Africa's economic stability and social well-being as we work to improve governance and service delivery. 

This session enjoins us, as local government leaders, to engage in a profound reflection on the current state of our municipalities.

Metropolitan municipalities across South Africa are facing systemic governance, fiscal, and institutional pressures that severely hinder their ability to serve their communities effectively.

Political instability in some of our metros impact negatively on the ability of our metropolitan municipalities to effectively govern and provide sustainable and efficient service delivery.

The poor decision-making and a lack of accountability, compounded by declining revenue and low municipal collection rates, leaving many areas financially strained.

Additionally, organisational inefficiencies and ageing infrastructure create significant barriers to delivering essential services, while rapid urbanisation heightens demand for these services, resulting in community dissatisfaction and protests.

Furthermore, many municipalities struggle to comply with their constitutional and legislative obligations, eroding public trust and emphasising the necessity for enhanced governance and accountability mechanisms.

It is critical to recognise that these issues are not isolated; they are interconnected. A lapse in governance and inefficiencies in service delivery feed into a broader narrative of declining trust and social unrest.

The protests we see are a direct result of this systemic failure, underscoring the urgent need for transformative change in our local government structures. 

To address these challenges requires a concerted effort to improve intergovernmental relations and foster strategic partnerships that enable better resource allocation and sustainable planning for the future.

The theme of our gathering is: “Improving Intergovernmental Relations and Contracting to Improve Governance and Service Provision in Metropolitan Municipalities”. This theme embodies the significance of cooperative governance and strategic partnerships.

Colleagues, as we gather here today, it is crucial to address with urgency the hard reality of the deteriorating performance of our metropolitan municipalities.

We stand at a crossroads. The time for decisive action is now. We must commit ourselves to enhancing intergovernmental relations and fostering partnerships that can revitalise our governance framework.

It is through collaborative efforts that we can rise to the occasion, restore public trust, and, ultimately, improve the quality of life for all South Africans living in our metropolitan areas.

The development of more robust partnerships between CoGTA and metropolitan leadership will facilitate improved service delivery and governance across South Africa’s metropolitan centres. Metropolitan municipalities are essential to our economy.

The metros play a crucial role in improving the quality of life for communities by promoting inclusive local economic development and providing vital services, including housing, electricity, water, sanitation, and waste removal.

As executive mayors of metropolitan municipalities, you lead the governance and economic engines of our country. You carry the significant responsibility and civic duty of navigating the socio-economic complexities of modern urban life, often under challenging circumstances. 

If these eight metropolitan municipalities are not fully functional or are in the state of collapse, the country will soon collapse.

Unfunded mandates, Unfunded budgets, and unauthorised, irregular, fruitless, wasteful and fruitless expenditures are a challenge for certain metropolitan areas. Most of them are indebted and are severely behind on payments to bulk suppliers, particularly Eskom and water boards.

On the other hand, metropolitan and local municipalities are owed money by the National and Provincial Departments. Together with the National Treasury, we are currently finalising the Cleaning of the data on the amount of money owed. The clean data will then be submitted to the Department of Public Works for verification of the figures, and the outcome will be taken to the Cabinet by the end of April 2026. This is a Cabinet resolution, and rest assured that the matter will now be resolved. Ultimately, as is the case with the withholding of funds to local municipalities when certain conditions are not met, the National Treasury would now be equally able to withhold funds from the Departments if they don’t pay their accounts or enter into some payment arrangements with the municipalities.

The combination of these factors, along with declining revenue, undermines the financial sustainability of our metros.

As part of our collective approach to effectively address the challenges, we need to strengthen intergovernmental coordination that underscores political, institutional, management, administrative, and governance collaboration.

Today, we come together not only to acknowledge these pressing issues but also to forge pathways towards tangible solutions. This engagement seeks to provide a constructive forum for open dialogue to mitigate the debilitating obstacles that impede growth and development in our respective municipalities. 

Therefore, I encourage each of you to share your experiences, insights and best practices, as we collectively seek to address the obstacles before us.

Issues for discussion during this session will touch on three key areas:

First, the Current Status of Service Delivery and Sustainability;

Second, Sharing Best Practices by using lessons from Presidential Working groups;

Third, Developing Joint Strategies and Plans: We must reflect on how best to use the Metro Trading Services grant to change the narrative in our metropolitan cities: to improve billing, cash flow, and maintenance spending, increase capital investment, and achieve reliable, sustainable services.

We will ensure that this process does not erode the powers and functions of metropolitan municipalities.

The fundamental principle of the intergovernmental relations framework is cooperative governance and collaboration among the three spheres of government.

This collaboration has been reflected in the current District Development Model (DDM), which is intended to facilitate the implementation of priority projects and initiatives in a coherent and effective manner.

The 44 Districts and 8 Metros are sites for intergovernmental planning and coordination through the One Plan and One budget approach, rather than working in silos.

I am glad that the new regulations, published on 13 March 2026, will address all gaps and that we have a shared understanding. By 13/14 April 2026, we will begin processing the gazetting of the final DDM 2026 Regulations, which have been agreed upon by all metros, including the City of Cape Town

As you are aware, during SONA, the President of the Republic of South Africa announced the establishment of the National Water Crisis Committee to address the nationwide water crisis. The first meeting was held on Wednesday, 18th of March 2026, and the next meeting will be held next week, Tuesday, 24th of March 2026.

For the WATERCOM to successfully unblock the water challenges in 6 months as a short-term, 24 months as a medium-term and 36 months as a long-term goal, the full co-operation of our 8 metros and 44 districts will be a critical prerequisite.

Our Metros are better placed to attract critical skills in key delivery areas, such as finance and engineering, which are essential for resource mobilisation and service delivery. I also want to encourage our metros to mobilise the private sector to be significantly more involved in the development and financing of capital projects.

The private sector has demonstrated a greater inclination to provide advice and partnerships to support the development and improvement of urban capacity.

Ladies and gentlemen, in our discussions today, it is imperative that we also reflect on the upcoming Local Government Elections (LGEs), scheduled for either later in 2026 or early 2027. The Voter Registration Weekend for the elections has been announced as 20 and 21 June 2026.

As municipalities prepare for these elections as part of our democratic journey, they need to strengthen governance systems, ensure transparent processes and maintain public trust in local government institutions.

Programme Director, I would like to reiterate the Ministry of CoGTA’s commitment to continue providing you with the necessary support during this transitional period. Let us reaffirm our dedication to democratic principles by ensuring a peaceful, stable environment that guarantees free and fair elections. 

Our discussions must also focus on our readiness to support the elections and address potential challenges in electoral logistics and boundary changes.

As you are aware, the Ministry of CoGTA is in the process of reviewing the 1998 White Paper on Local Government, which is nearing completion. Your invaluable input will help shape the metros into centres of improved service delivery and sustained development that attract investment. Cogta, working together with the National Treasury and SALGA, will have a meeting in April 2026 to finalise the funding model discussion.

Let me assure our Executive Mayors and City Managers that the Staffing issue and upper limits proposals are work in progress as we are closing the gaps identified after gazetting them in December 2025. The dedicated team will conclude this work so that municipalities can fill the vacant positions before the end of the current municipal financial year on 30 June 2026.

In conclusion, I would like to underscore the importance of collaboration in our efforts to enhance service delivery and governance in local government.

Colleagues, we are three spheres of government but one country. We will successfully overcome the obstacles that our metropolitan municipalities are currently facing by working together.

This engagement must yield sustainable, meaningful contributions that keep our metros at the heart of economic growth and development.

R55M Refurbished Sanitation System to be handed to Phokwane Local Municipality, Northern Cape

The Department of Water and Sanitation (DWS) in Northern Cape will hand over newly refurbished wastewater pump station and an outfall line in Jan Kempdorp to Phokwane Local Municipality, on Sunday, 22 March 2026 as part of World Water Day commemoration.

The Pokwane Local Municipality’s sanitation infrastructure underwent an emergency refurbishment and upgrade at a tune of over R55 million, through DWS Water Services Infrastructure Grant (WSIG), to assist in bringing relief of sewage spillages affecting the environment and improve sanitation services to a population of 8300 and more than 2000 households as well as to enable future developments for the town.

Over the years Jan Kempdorp has expanded, and land use increased without the municipality upgrading of existing old wastewater infrastructure and this resulted in the existing pump station pumping sewer to Valspan Wastewater Treatment Works to overflow due to overwhelming capacity of sewerage inflows.

The scope of the refurbishment and upgrading project entailed constructing a new pump station and rising mainline with sufficient capacity to accommodate current and future sewer runoff and connecting the infrastructure to the existing reticulation network to ensure that it functions optimally without blockages.

The handover is part of the series of activities by the Department to mark World Water Day, a global commemorative day, is held annually on March 22. The day focuses on protecting freshwater resources, addressing the global water crisis, and supporting Sustainable Development Goal (SDG) 6 water and sanitation for all by 2030.

This year’s global theme is: ‘Water and Gender’ with the slogan “Where Water Flows, Equality Grows.” Therefore, the handing over of the refurbished sanitation infrastructure will contribute to ensuring dignified sanitation for women and girls, and to of protection the environment that has a direct impact on the quality of available water resources.

The African National Congress (ANC) has noted with serious concern a report published by the Sunday Times / TimesLIVE alleging that the organisation sought to interfere with the programming decisions of the South African Broadcasting Corporation (SABC). 

The ANC categorically rejects these allegations as baseless, unsubstantiated, and devoid of any factual foundation.

It is deeply regrettable that the publication failed to afford the ANC an opportunity to comment prior to
publication. This omission constitutes a fundamental breach of the principles of fair, accurate, and balanced reporting as enshrined in the Press Code of the Press Council of South Africa. Of particular concern is the headline, “ANC not prepared to Face The Nation?”, which, despite later being reframed, remains misleading and not supported by the substance of the article. No credible evidence is presented to substantiate claims of interference or alleged lack of preparedness. On the contrary, individuals cited in the report, including government representatives, explicitly indicate that no formal complaint was ever made.

This represents a clear contravention of the Press Code, which requires that headlines must not mislead the public and must fairly reflect the content of the report. The ANC views this matter in a serious light, as it undermines public trust in the media and distorts democratic discourse. Accordingly, the organisation is actively considering lodging a formal complaint with the Press Ombudsman of South Africa against the Sunday Times / TimesLIVE.

The ANC has historically been at the forefront of the struggle for freedom of expression and a free,
independent media in South Africa. These rights are not incidental, but are deeply rooted in the values of our Constitution and the liberation struggle itself. The ANC therefore remains firmly committed to defending media freedom and the right of journalists to operate without fear, favour, or prejudice.

However, this freedom carries with it a responsibility to uphold truth, accuracy, fairness, and ethical journalism. Freedom of expression must not be abused to advance misleading narratives or unverified claims that undermine democratic accountability.

Having noted the clarification issued by the SABC, the ANC further calls on the public broadcaster to take the people of South Africa into full confidence regarding its editorial and programming decisions. Transparency in decision-making processes, including the disclosure of criteria used, will strengthen public trust in the institution.

The ANC will continue to engage openly with the public and the media, guided by the principles of
accountability, transparency, and democratic integrity. The movement will not allow misleading narratives to go unchallenged or to undermine its role in advancing a democratic and informed society.

THE DECISION TO TERMINATE FACE THE NATION AND THE VICTIMISATION OF JOURNALISTIC INTEGRITY AT THE SABC

The uMkhonto weSizwe Party (“MK Party”) notes with grave concern and deep suspicion the
abrupt termination of the Face The Nation programme on the South African Broadcasting
Corporation (SABC), a programme anchored by seasoned journalist Clement Manyathela,
whose fearless and uncompromising commitment to holding those in power accountable has become a hallmark of ethical journalism in our democracy.

While it is generally understood that media institutions periodically review and adapt their
programming in line with industry practices, the circumstances surrounding the cancellation
of Face The Nation cannot be viewed in isolation from a troubling pattern of hostility directed at journalists who dare to interrogate the executive authority of the so-called Government of National Unity (GNU). Dr. Sizwe Mpofu-Walsh suffered the same fate for holding the executive to account whilst anchoring the same show. 

What is unfolding bears all the hallmarks of
victimisation, intimidation, and the systematic erosion of journalistic independence within a
public broadcaster that belongs to the people of South Africa, not to politicians.

It cannot be overlooked that the Presidency allegedly took exception to Clement Manyathela’s persistent and legitimate questioning of Mr Cyril Ramaphosa regarding the Phala-Phala scandal, a matter of profound public interest that goes to the heart of accountability, transparency, and the rule of law. 

In executing his professional duty, Clement did precisely what the Constitution and democratic norms demand of journalists; to speak truth to power without fear or favour. It must be acknowledged that a Minister in the Presidency reportedly refused to grant an interview to Clement Manyathela after allegedly facing internal political repercussions when he rigorously questioned her superior, Mr
Ramaphosa, on the Phala-Phala matter. Such conduct, if true, signals a disturbing attempt by political authorities to blacklist journalists who refuse to become instruments of political convenience.

It cannot be ignored that the Spokesperson in the Presidency expressed visible displeasure
following an interview in which Clement Manyathela pressed him on the President’s apparent evasiveness regarding the Phala-Phala scandal, as well as the President’s failure to act decisively against Minister Senzo Mchunu, mirroring the earlier failure to act swiftly against then Minister Zweli Mkhize amid the Digital Vibes scandal and related oversight processes before the Madlanga Commission and the Parliamentary Ad-hoc Committee.

With these developments in mind, it is both striking and deeply concerning that Deidre Uren now appointed as Group Executive for News and Current Affairs at the SABC is reportedly the very same person who was allegedly pressured to terminate Face The Nation. The timing and sequence of events create the unmistakable impression of a reward system in which compliance with political pressure is compensated with elevation to positions of authority.

This appointment reeks of political patronage and signals a calculated attempt to sanitise the
SABC, transforming a constitutionally mandated public broadcaster into a propaganda machinery designed to shield the executive from scrutiny and to manufacture favourable narratives ahead of the 2026 Local Government Elections.

The MK Party warns that the capture of the public broadcaster, whether through intimidation, censorship or strategic appointments, poses a direct threat to democratic accountability and media freedom in South Africa. Objective reporting and the fearless interrogation of those in
power cannot be sacrificed on the altar of political expediency. The SABC must never become a megaphone for the ruling elite nor a battlefield where journalists are punished for doing their jobs.

The MK Party condemns, in the strongest possible terms, any attempt to silence independent voices, intimidate journalists, or manipulate editorial decisions for political gain. 

We remind the leadership of the SABC and the political authorities behind these actions that the public broadcaster is funded by the people of South Africa and is constitutionally obligated to serve the public interest, not the interests of politicians seeking to evade accountability.

The MK Party stands firmly on the side of media freedom, journalistic integrity and the
constitutional right of the people to be informed without censorship, intimidation or manipulation. 

We call on all defenders of democracy, journalists, civil society and the public at large, to resist any attempt to weaponise the public broadcaster for partisan political ends.
