Gauteng Department of Roads and Transport Temporarily Suspends Three Key GPTRIS Requirements
Johannesburg — In a major development for the public transport sector, the Gauteng Department of Roads and Transport has announced the immediate temporary suspension of three specific requirements under the Gauteng Public Transport Regulatory Information System (GPTRIS). The suspension will remain in effect for six months, lapsing on 30 April 2027, to allow for stakeholder engagement and comprehensive awareness campaigns.
Addressing Industry Concerns
The decision follows extensive representations and concerns raised by various public transport sectors—including scholar transport, metered taxis, and e-hailing services—as well as major industry bodies like the Gauteng National Taxi Alliance (GNTA) and the South African National Taxi Council (SANTACO).
Stakeholders had petitioned the department for a grace period and consultation phase prior to the full implementation of these requirements within the newly automated licensing system. After weighing operational implications and legal considerations, the Department accommodated these requests.
Specific Requirements Suspended
The six-month moratorium applies exclusively to the following three application conditions:
* Police Clearance Certificates: The mandatory submission of police clearance certificates by applicants seeking public transport operating licences.
* Labour Law Compliance Undertaking: The requirement for a formal undertaking confirming commitment to provisions under the Labour Relations Act.
* Professional Driving Permits (PrDPs): The requirement compelling operating licence owners who do not personally drive public transport vehicles (exclusive business/licence owners) to hold a PrDP.
Directives for TOLABs and Future Outlook
Transport Operating Licence Administration Boards (TOLABs) have been officially directed to process applications without requiring compliance with these three items until the suspension ends.
The Department has stressed that the suspension is strictly limited to these three areas and does not constitute a broader exemption from other statutory, regulatory, or administrative obligations governing public transport operating licences.
During this grace period, Gauteng will collaborate with national and provincial counterparts to standardise and streamline uniform operating licence application requirements across all public transport modes. Strict monitoring and enforcement will resume following the expiration of the suspension on 30 April 2027.
