ANC Welcomes Withdrawal of Prudential Authority Liquidation Bid Against Ithala SOC Limited

DURBAN, KWAZULU-NATAL — The African National Congress (ANC) has formally welcomed the withdrawal of the Prudential Authority’s liquidation application against state-owned financier Ithala SOC Limited. The decision follows multi-sphere government interventions and a National Treasury-backed mechanism ensuring that affected depositors are repaid.

The withdrawal comes after extensive depositor reimbursement efforts, where the state committed up to R2.2 billion to enable orderly payouts for over 250,000 account holders. Over R1.7 billion has already been disbursed through partnering institutions.

Key Statements from the ANC Review

1. Protection of Historically Included Depositors

The ANC commended government interventions for prioritizing ordinary working-class depositors and small business account holders.

"The African National Congress welcomes the withdrawal of the Prudential Authority’s application for the liquidation of Ithala SOC Limited following the intervention by government to ensure that depositors are repaid... This development reflects the importance of a responsive and caring state that places the interests of ordinary South Africans at the centre of its decisions." — African National Congress Statement

2. Developmental Mandate & Financial Sector Transformation

The party highlighted Ithala’s historical role as a development finance institution (DFI) established to extend financial access to rural communities and historically disadvantaged individuals across KwaZulu-Natal.

"Development finance institutions remain critical instruments in advancing economic transformation, supporting small businesses, promoting entrepreneurship, and ensuring that working-class and vulnerable communities have access to opportunities that enable economic participation."

3. Institutional Governance and Compliance Lessons

Acknowledging regulatory challenges and the lapsing of Ithala's Banks Act exemption, the ANC emphasized that institutional protection must be accompanied by strict adherence to financial regulations and governance standards.

  • Governance Systems: Strengthening internal administrative controls, risk management, and regulatory compliance.

  • Institutional Sustainability: Ensuring state-owned financial entities remain financially viable without compromising safety standards set by the South African Reserve Bank (SARB) and the Prudential Authority.

Status of Ithala Operations and Payouts

While the withdrawal of the liquidation application removes immediate insolvency proceedings, key legal and operational dynamics remain active:

  • Depositor Claims: Depositors continue to receive claims disbursements through First National Bank (FNB) branches, with a three-year window running through 2028.

  • Banking License Requirements: Ithala is currently restricted from taking new public deposits until full regulatory compliance and statutory banking licensing conditions are satisfied with the Prudential Authority.

Government Commends eThekwini Municipality for Leading Metropolitan Employment Gains

By KasiBCAfrica News

KASIBCAUDIO

DURBAN, KWAZULU-NATAL — The national government has formally commended the eThekwini Metropolitan Municipality and Executive Mayor Cyril Xaba following the release of Statistics South Africa's Quarterly Labour Force Survey (QLFS) for the second quarter of 2026.

The latest data reveals that eThekwini recorded the lowest unemployment rate among all South African metropolitan municipalities, signaling notable progress for job creation in KwaZulu-Natal.

eThekwini QLFS Q2 2026 Key Performance Indicators

According to Stats SA, eThekwini's local economic performance stood out against national labor trends:

  • Official Unemployment Rate: Dropped to 21.2% in Q2 2026, down by 5.6 percentage points from 26.8% in Q2 2025. This places eThekwini ahead of the City of Cape Town (21.9%) and well below the national unemployment rate of 33.6%.
  • Job Creation: The total number of employed residents in eThekwini reached 1.29 million, reflecting a net gain of 90,000 jobs year-on-year.
  • Unemployment Reduction: The number of unemployed residents declined by 92,000 to 347,000, making eThekwini the only South African metro to record declines in unemployment both quarter-on-quarter and year-on-year.
  • Labor Absorption Rate: Rose to 46.9% (up from 44.2% a year prior), recording the highest absorption rate improvement of any metropolitan area.
  • Formal Sector Sector Growth: Employment growth was heavily concentrated in the formal economy, which employed 948,000 people—an increase of 32,000 jobs quarter-on-quarter.

The Presidential eThekwini Working Group

Government attributes these economic gains directly to multi-sphere governance interventions led by the Presidential Working Group on eThekwini.

The intergovernmental body—combining national ministries, the KZN provincial government, and municipal officials—has focused on unlocking key structural bottlenecks across the metro:

  1. Water Security & Sanitation Infrastructure: Accelerating wastewater treatment works rehabilitation and reducing non-revenue water losses.
  2. Tourism & Coastal Economy: Fully reopening operational beaches and restoring port-adjacent tourism zones, resulting in record tourism spend in the metro.
  3. Investment Facilitation: Streamlining development approvals and supporting industrial precincts to promote formal job retention.

Official Statements

Executive Mayor Cyril Xaba welcomed the QLFS results while noting that economic recovery remains an ongoing effort.

"These figures show that the fundamentals we have been working on—which include infrastructure, investment facilitation, and support for the industrial and tourism sectors—are translating into jobs for our residents. We do not read this as a finish line... More than 340,000 people in this city are still looking for work, but the direction of travel is correct." — Councillor Cyril Xaba, Executive Mayor of eThekwini

Government Communications (GCIS) emphasized that it will sustain the momentum established through intergovernmental working groups to ensure long-term economic stability across KwaZulu-Natal.

Fadiel Adams Fraud and Defeating Justice Case Transferred to Regional Court

By KasiBCAfrica News

KASIBCAUDIO

PINETOWN, KWAZULU-NATAL — The criminal case against National Coloured Congress (NCC) leader and Member of Parliament, Fadiel Adams, has been formally transferred from the Pinetown Magistrates' Court to the Regional Court after the State concluded its investigations.

Adams appeared in court following his arrest in May 2026, where he was granted R10,000 bail under specific court-imposed conditions. The State confirmed that all docket investigations have been finalized, leading to the postponement of the matter to 11 September 2026 for his initial appearance in the Regional Court.

Summary of Charges Facing MP Fadiel Adams

The National Prosecuting Authority (NPA) confirmed that Adams faces five criminal charges stemming from unauthorized visits to Westville Correctional Centre in Durban:

  • 3 Counts of Fraud: Alleging that Adams falsely represented himself to authorities—including the SAPS, eThekwini Metro Police, and Correctional Services officials—as being on official parliamentary duty during visits to awaiting-trial inmates on 2 November 2024 and 24 January 2025.
  • 2 Counts of Defeating the Administration of Justice: Alleging that Adams conducted and recorded unauthorized interviews with two detainees involved in high-profile cases (including the murder trial of former ANC Youth League leader Sindiso Magaqa) without approval from the investigating team, parliamentary mandate, or the inmates' legal representatives.

Parallel Proceedings at Madlanga Commission

Following his court appearance, Adams indicated that he will be testifying before the Madlanga Commission of Inquiry on 19 August 2026 in Pretoria.

Adams stated that his testimony will address operational irregularities surrounding the KwaZulu-Natal Political Killings Task Team and police investigations, asserting that his actions were aimed at uncovering procedural failures within the justice system.

Gauteng Counter Intelligence Intercepts R1.1M Cash Hidden in Ford Raptor and Uncovers R200k Bribery Plot

GAUTENG — The South African Police Service (SAPS) Gauteng Counter Intelligence Operations (GCI-OPS) has arrested three suspects facing charges of money laundering and corruption. The arrests followed an intelligence-led operation on the N3 near the Tugela Plaza, where officers seized over R1.1 million in cash concealed in shoe boxes inside a Ford Ranger Raptor.

The primary suspect, a 42-year-old man, was intercepted after police received information that his vehicle was transporting illicit drugs. While no narcotics were recovered during the search, officers discovered the hidden cash, for which the driver was unable to provide a satisfactory source or accounting.

Seizures and Interrogation Interdict

Following the discovery at the Tugela Plaza toll point, officers seized several items for forensic and financial tracking:

  • Ford Ranger Raptor

  • R1.1 Million in Unaccounted Cash

  • Privately Licensed Firearm

  • Laptop and Mobile Cellphone

Entrapment Operation Uncovers R200,000 Bribery Attempt

During questioning, the 42-year-old suspect allegedly attempted to bribe the investigating team to drop the charges.

GCI-OPS immediately activated a sting entrapment operation. Two additional accomplices arrived attempting to bribe police officers with R200,000 in cash. Police immediately placed both individuals under arrest, confiscating the R200,000 bribe money alongside their Volkswagen Amarok.

Court Appearances and Legal Proceedings

All three suspects face criminal charges, including money laundering and corruption:

"SAPS welcomes this operation as a clear demonstration that police officers will not be intimidated, compromised, or bought. Attempts to bribe members of the SAPS will be met with decisive action and will result in criminal charges." — SAPS Official Statement

MK Party Welcomes High Court Ruling Reinstating NSFAS Board and Setting Aside Administrator

By KasiBCAfrica News

KASIBCAUDIO

PRETORIA — The uMkhonto weSizwe Party (MK Party) has issued a statement welcoming the judgment handed down by the Gauteng High Court in Pretoria on 14 August 2026, which set aside Minister of Higher Education and Training Buti Manamela's decision to dissolve the board of the National Student Financial Aid Scheme (NSFAS).

In the ruling delivered by Judge Etienne Labuschagne, the court ordered the immediate reinstatement of the dissolved NSFAS board members and suspended the appointment of Professor Hlengani Mathebula as the administrator of the scheme.

Reaction to the High Court Order

The MK Party characterized the High Court's decision as a "vindication of accountability and a rebuke of executive overreach," noting that it had previously warned Minister Manamela against placing the funding body under administration.

  • Executive Overreach: The party argued that the Minister’s decision to dissolve the board in May 2026 was ill-advised and created unnecessary instability within student funding administration.

  • Reinstatement of Governance: The ruling allows seven reinstated board members to resume their governance, management, and oversight duties over the entity.

Scrutiny Following Parliamentary Proceedings

The party's statement highlighted recent appearances by the Higher Education leadership before Parliament’s Portfolio Committee on Higher Education on 12 August 2026:

  • Ministerial Accountability: The MK Party raised concerns regarding Minister Manamela's responses during committee questioning, pointing out his prior experience as Deputy Minister in the same portfolio.

  • Interpretation of Section 17C: The party criticized attempts by the appointed administrator during parliamentary testimony to rely on Section 17C of the NSFAS Act to justify financial actions undertaken during the administration period.

Ministry’s Response to the Judgment

Following the court's finding that the Minister's decision was irrational, the Ministry of Higher Education and Training indicated that it is studying the judgment alongside its legal team to determine appropriate legal remedies and next steps.

Minister Manamela assured the public that the Department will take all necessary measures to ensure that student funding and the operations of NSFAS continue without disruption during the legal transition.
