MALI'S SAHEL STRATEGY FACES CONTINUING SECURITY PRESSURE AS GOVERNMENT SEEKS GREATER CONTROL OF NATIONAL RESOURCES
Mali — Mali remains at the centre of the political and security transformation taking place across the Sahel.
The government has pursued a sovereignty-focused strategy while reducing reliance on traditional Western security partnerships and strengthening cooperation with other international partners.
At the same time, armed groups continue to pose a major security challenge across parts of the country.
A changing Sahel
Mali, Burkina Faso and Niger have become the centre of a new political grouping in the Sahel.
The three countries have moved away from the traditional regional framework and established closer cooperation through the Alliance of Sahel States.
Their governments argue that greater independence is necessary to protect national sovereignty.
Security remains the central issue
Armed groups linked to al-Qaeda and Islamic State continue to operate across parts of the Sahel.
The security challenge affects rural communities particularly severely.
Farmers can be unable to reach fields.
Markets can close.
Transport routes can become dangerous.
Government forces therefore face the difficult task of securing enormous areas of territory.
Gold
Mali is one of Africa's major gold producers.
Gold exports provide substantial revenue.
The government has sought greater state involvement in mining.
Increasing the state's share of mineral wealth could provide resources for national development.
But international mining companies remain important to production.
Resource Nationalism
The debate over natural resources is broader than gold.
Mali wants greater control over its mineral wealth.
The government argues that Malians should receive a larger share of the value generated by the country's natural resources.
This approach reflects a wider trend across Africa.
Agriculture
Agriculture remains critical to Mali.
Cotton is particularly important.
The country also produces cereals and livestock.
Climate change and insecurity threaten agricultural production.
Water availability is increasingly important.
Niger River
The Niger River is essential to Mali's economy.
It supports agriculture, fisheries and communities.
Protecting water resources is therefore a national security issue.
Regional Trade
Mali is landlocked.
It depends heavily on neighbouring countries for access to international ports.
Senegal and Côte d'Ivoire are particularly important trade corridors.
Regional political tensions can therefore have direct economic consequences.
Young People
Mali has a very young population.
Employment and education are essential.
Young people need alternatives to armed groups and informal economies.
Vocational training could help develop construction, agriculture, technology and manufacturing.
International Relations
Mali's foreign policy has changed significantly.
The country has reduced military cooperation with France and strengthened ties with other international partners.
This shift is part of a broader Sahelian rejection of traditional French influence.
Security will remain the immediate challenge.
But military action alone cannot resolve the deeper economic causes of instability.
Development, education, employment and functioning government institutions are equally important.
