Fellow Leaders,

Excellencies,

Members of the diplomatic community,

Business leaders,

Esteemed Chairpersons and Members of the BRICS Business Council,

Ladies and Gentlemen,

Let me begin by congratulating the Chairpersons and members of the BRICS Business Council and the Working Groups on the sustained work they undertake throughout the year.

That work is essential to turning the ambitions of BRICS into meaningful economic cooperation.

Our shared task is to translate the ideas, recommendations and partnerships developed through the Council into tangible economic growth and development.

The BRICS Business Council was established during South Africa’s first BRICS Presidency in 2013 in recognition that economic cooperation cannot be the responsibility of governments alone.

Instead, we need a compact: governments create the enabling conditions for trade and investment, and business seeks out the opportunities for production and commerce.

Our economies have confronted profound challenges over the intervening years, yet we have also shown that adversity can create opportunity.

Resilience is not simply the capacity to withstand disruption. It is the capacity to transform disruption into new capabilities and partnerships.

The question is no longer whether there is potential within BRICS, but whether we have the ambition, the instruments and the partnerships to convert this potential into economic value for our people.

The Council must serve not simply as a forum for consultation, but as a mechanism for developing commercial relationships and productive partnerships.

As BRICS, we find ourselves at an inflection point.

As the global economy is reshaped, as trade patterns shift, as technological advances accelerate and climate pressures increase, countries and companies are compelled to reconsider where they source, produce and invest.

For us, this is an opportunity to shape a more resilient, diversified and inclusive economic future for the Global South.

For too long, developing economies have participated in global value chains mainly as suppliers of raw commodities.

Value creation, technology and higher-value manufacturing remained concentrated elsewhere.

We should not reproduce that pattern within the expanded BRICS.

Our ambition must extend beyond increasing intra-BRICS trade to deepening the productive relationships between our economies.

We cannot accept a future where Africa supplies the minerals on which the next generation of industries depends, while value addition and manufacturing take place elsewhere.

If we are to change where value is created, we must also change where investment is directed.

We must direct investment towards manufacturing and beneficiation, industrial technologies, energy systems, infrastructure and logistics.

Companies must invest not only to access markets but to establish production facilities and develop local capabilities.

As governments and business communities, let us make BRICS a platform through which investment and trade reshape existing economic patterns and thereby transform the destinies of our countries and peoples.

NPA ADDS THIRD ACCUSED IN DJ WARRAS MURDER CASE

The National Prosecuting Authority (NPA) has secured the addition of a third accused in the murder case of Warrick Stock, popularly known as DJ Warras, marking a significant

development in the prosecution of the matter.

Hlengiwe Buthelezi (40) appeared before the Johannesburg Magistrates' Court following her arrest in KwaZulu-Natal on 10 September 2026. Her arrest followed the issuance of a warrant by the court.

Buthelezi has abandoned her right to apply for bail and will appear alongside her co-accused, Victor Mthethwa Majola (44), in the Gauteng Division of the High Court, Johannesburg, on 18 September 2026 for a pre-trial conference. The pair face charges of premeditated murder and conspiracy to commit murder in connection with the killing of Stock.

The charges arise from an incident on 16 December 2025 during which Stock was allegedly shot and killed outside the Zambesi Building in the Johannesburg Central Business District (CBD).

A third accused in the matter, Armando Pacula, has already pleaded guilty in terms of Section 105A of the Criminal Procedure Act. He was subsequently convicted and sentenced to 25 years' imprisonment.

The NPA welcomes this latest development in the case and remains committed to ensuring that all those implicated in the commission of serious crimes are held accountable through a fair and diligent prosecution process.

The prosecution team will continue to pursue the matter with a view to bringing it to its finalisation before the courts.

ANC WILL OPPOSE THE DA’S APPLICATION TO INTERVENE IN THE ELECTORAL COURT: THE RIGHT TO VOTE IS NOT THE DA’S TO NARROW

ANC WILL OPPOSE THE DA’S APPLICATION TO INTERVENE IN THE ELECTORAL COURT: THE RIGHT TO VOTE IS NOT THE DA’S TO NARROW

The African National Congress has instructed its legal representatives to oppose the Democratic Alliance’s application for leave to intervene in the ANC’s application before the Electoral Court concerning the lodgement of the movement’s candidates in six municipalities for the local government elections of 4 November 2026.

The ANC’s application is directed at a decision of the Electoral Commission.

The Commission is the respondent, it is defending its decision, and it is fully able to do so. The DA is not a party to that decision, and its statement of this morning misstates both what the ANC has asked for and who is affected.

“The DA has no quarrel with the Commission and no quarrel with the law,” said the Secretary General, Cde Fikile Mbalula. “Its quarrel is with the voters of six municipalities who might choose somebody other than the DA.

Nothing the ANC asks for takes a single DA candidate off any ballot.

What the DA asks for takes two thousand two hundred and seventy-four candidates off the ballot, and forty-four of the forty-five parties they belong to are not the ANC.” The ANC will oppose the intervention on the following grounds. The DA has no interest the Court needs to protect, and nothing to add.

The question before the Court is whether the ANC’s lists were submitted before the deadline under the Municipal Electoral Act. That is a question between the ANC and the Commission, and the Commission is answering it.

The DA’s only interest is electoral: it contests the six municipalities concerned, among them the Mangaung Metro, and it would prefer to contest them with fewer opponents on the ballot. A wish to see a competitor kept off a ballot is not an interest a court exists to protect.

Should the Court nonetheless admit the DA, the ANC will ask that its participation be confined to argument, that it be permitted to cause no delay, and that no extension of the Commission’s timetable follows from its admission. No harm to the DA, or to anyone. If the ANC succeeds, not a single DA candidate is affected. The DA remains on the ballot in every municipality in which it lodged. No party is removed, no list is reordered and no deadline is moved.

The only effect of the relief the ANC seeks is that candidates whose details were on the Commission’s own system before 17h00 on 28 August are counted, for all 45 affected parties on identical terms. A party that complied loses nothing when another party’s timeously lodged candidates are counted.

The only prejudice the DA can point to is that it would have to win votes in Mangaung rather than inherit them.

The DA’s case rests on a false premise. The DA says the final electronic step was “a process all parties clearly understood and successfully followed”. On the Commission’s own count, 45 parties did not complete it, and every one of them lodged through the Commission’s Electronic System.

The DA’s intervention therefore asks the Court to keep 2 274 candidates from 45 parties off the ballot. Forty-four of those parties are not the ANC. Delay prejudices the voter. The Commission’s own timetable has the final list of candidates compiled on 16 September and the ballot paper draw on 23 September. A further set of papers from a party with no stake in the outcome beyond its own advantage puts that timetable at risk, and the people who pay for it are the candidates of 45 parties and the voters of the municipalities concerned. The Commission’s timetable itself provides for parties to cure defects after the deadline: notices for missing identity documents and acceptance forms were sent on 4 September with parties given until 7 September to respond, and substitution of candidates appearing on more than one list is permitted until 11 September. In 2021 the Commission amended the election timetable and reopened candidate nomination for every party when circumstances required it. Where a systemic difficulty arises on the Commission’s own system, affecting 45 parties through a single channel, the practice of this democracy has been to protect participation, not to defeat it.

The ANC’s case asks for no reopening; it asks that what was lodged in time be counted. In the alternative, and only for every affected party on identical terms, it asks the Commission to use the power the Act already gives it.

The DA cannot pretend that curing a systemic problem is foreign to our electoral system. The right to vote is sacrosanct. The Constitution guarantees every adult citizen the right to vote and the right to stand for public office, and our courts have repeatedly held that electoral law must be interpreted to promote participation.

The DA asks the Court to do the opposite: to narrow the choice before the voters of six municipalities for the advantage of one party. “Deadlines are Deadlines” is not an answer to that. The ANC agrees that deadlines bind every party equally. The question before the Court is what was submitted before the deadline, and that question belongs to the Court, to the Commission and to the parties whose candidates are affected, not to a party that stands to profit from their exclusion.

The DA sits with the ANC in the Government of National Unity. In this matter it has chosen to act as what it is in local government: the ANC’s principal opponent. The ANC will meet it as such in court. The country should read the DA’s intervention for what it is — an act of the campaign, not of the Constitution — and should note the company the DA has chosen to keep in making it.

The Secretary General set out the ANC’s position on 8 September, and it has not changed: “The ANC wants no favours. Whatever the Court grants, we have asked that it apply to every affected party on the same terms.” And: “Disagreement in a court is how a democracy respects an institution. Disagreement on a stage, with slogans, is how a democracy weakens one.

The ANC has chosen the court.” “A vote is won on the ballot and it is lost on the ballot,” the Secretary General said. “It must not be lost at a confirmation step on a website, and it must not be lost because a rival party found it convenient. The Court will decide, and the ANC will abide by what the courts decide.”

The ANC lodged 9 128 candidates, and 8 947 of them were accepted by the Commission at lodgement: Candidates in 97 per cent of the wards in the Republic, and proportional lists covering 90 per cent of the proportional seats.

The President and the Na onal Officials of the uMkhonto weSizwe Party (“MK Party”) have taken note of the grave and deeply disturbing allega ons arising from the recent councillor selec on process, including allega ons that the process may have resulted in the misrepresenta on of several councillor candidates. The President, H.E President Jacob Gedleyihlekisa Zuma, views these allega ons with the utmost seriousness.

Reports that legi mate, duly nominated and deserving candidates may have been removed from the party lists submi ed to the Independent Electoral Commission (IEC), while other names were allegedly submi ed in their place, strike at the very heart of the integrity of our organisa on and the democra c will of our structures and membership.

There is no place for manipula on, poli cal gatekeeping or the abuse of organisa onal processes. The Party will leave no stone unturned in uncovering the truth regarding any alleged misrepresenta on or irregulari es involving councillor candidate lists. Where wrongdoing is established, appropriate ac on will be taken.

The President applauds the valiant efforts of our membership for exposing these serious concerns. In light of the seriousness of these concerns, the Party has ini ated an inves ga on into alleged irregulari es concerning the councillor candidate lists.

The inves ga on will seek to establish the full facts and ensure that any persons found responsible for wrongdoing are held accountable in accordance with the organisa on's rules and procedures. Pending the outcome of the necessary processes, the President has decided to remove Cde Zandile Hlophe-Mkhwanazi and Cde Sibonelo Maphumulo from the Na onal Party Liaison Commi ee (NPLC), with immediate effect.

The President further hereby disbands the Presiden al Task Team with immediate effect.

SAPS CALLS ON ALL POPULATION GROUPS TO CONSIDER A CAREER IN POLICING

Pretoria, 09 September 2026; The South African Police Service (SAPS) has noted concerns raised on various social media platforms suggesting that the current cohort of new police recruits consists exclusively of African applicants.

SAPS wishes to clarify that the composition of the cohort is a reflection of the overall applicant pool and the outcome of the prescribed recruitment and selection processes, and not a decision to exclude applicants from any particular population group.

For the current recruitment process, SAPS received 1,049,998 applications. Of these, 1,079 were from the White race group, 3,047 from the Indian race group, 53,797 from the Coloured race group, while the overwhelming majority were from the African race group.

As part of the recruitment process, priority was given to applicants who possess valid driver's licences, in recognition of the operational requirements of policing and the need for members to be able to perform a range of policing duties effectively.

Of the applicants with driver's licences who were prioritised, 556 were White, 1,722 Indian, 11,743 Coloured and 291,591 African applicants.

All shortlisted candidates were subjected to psychometric and physical fitness assessments, followed by further suitability screening, including interviews, medical assessments, drug testing, fingerprint verification, criminal record checks, reference checks and other prescribed assessments.

Following these processes, the Provincial Recruitment Boards assessed the candidates and made recommendations for the final recruitment lists. These Boards include community representatives, including members of Community Policing Forums, and are chaired by the Provincial Commissioners or their representatives.

SAPS acknowledges that the current figures indicate that African applicants are significantly more represented in the applicant pool. This naturally has an impact on the composition of the final cohort.

At the same time, SAPS continues to encourage greater participation from White, Indian and Coloured communities. The Service has previously embarked on targeted recruitment and outreach initiatives aimed at encouraging applicants from these communities to consider policing as a career.

SAPS encourages young people from all race groups to look out for future recruitment advertisements and to take advantage of the opportunity to join the Police Service. The Service will also be embarking on targeted outreach initiatives, including recruitment roadshows and other community-based engagements, aimed at reaching communities that are currently underrepresented in the applicant pool.

These initiatives are intended to ensure that recruitment opportunities are brought directly to communities, while providing potential applicants with information about the requirements and processes for joining SAPS.

The objective is not simply to recruit more people, but to attract suitable, competent and diverse candidates from across South Africa who are willing to serve and protect their communities.

This recruitment initiative is also part of SAPS's broader contribution to addressing unemployment by creating opportunities for young South Africans, while simultaneously strengthening policing capacity and ensuring that the Service has the human resources required to keep communities safe.

SAPS remains committed to a fair, transparent and inclusive recruitment process, while maintaining the required standards of competence, fitness, integrity and suitability for appointment.
