The regulations mandate the automatic, fee-free rollover of unused data, voice, and SMS bundles, as well as strict opt-in requirements for out-of-bundle charges and unrestricted intra-network transfers.

The EFF reiterated its longstanding stance on digital access and telecommunications pricing, framing the legal challenge by operator executives as an attempt to protect revenue derived from unused consumer purchases:
