SÃO TOMÉ AND PRÍNCIPE: PRESIDENT VILA NOVA BEGINS SECOND TERM AS COUNTRY PREPARES FOR CRUCIAL LEGISLATIVE ELECTIONS
São Tomé and Príncipe has entered a significant new political phase following the inauguration of President Carlos Vila Nova for a second five-year term, while the small Gulf of Guinea nation prepares for legislative elections on 27 September 2026.
Vila Nova was re-elected in the presidential election of 19 July, winning 55.88% of the vote in the first round. His inauguration on 3 September brought together African and international leaders and representatives, highlighting the country's growing diplomatic importance despite its small population and geographic size.
The presidential transition is particularly important because executive power in São Tomé and Príncipe is divided between the presidency and the government headed by the prime minister. The legislative election will therefore determine the political environment in which Vila Nova must govern during his second term.
The election is expected to be closely watched because parliament will play a central role in determining the country's political stability, economic direction and ability to implement development programmes.
A SECOND TERM WITH BIG EXPECTATIONS
President Vila Nova has entered his second mandate promising unity, political reconciliation and renewed confidence in the country's institutions. His inauguration was attended by senior representatives from several African and Portuguese-speaking countries, reflecting São Tomé and Príncipe's position within the Community of Portuguese Language Countries and the wider Gulf of Guinea region.
Portugal's Prime Minister Luís Montenegro attended the inauguration and said Portugal wanted to strengthen bilateral cooperation, particularly in economic relations, education, health and energy.
This relationship remains important because Portugal has historically been one of São Tomé and Príncipe's major partners in development, education and investment.
The country is also attempting to diversify its international partnerships.
NIGERIA STRENGTHENS GULF OF GUINEA COOPERATION
Nigeria has pledged deeper cooperation with São Tomé and Príncipe in maritime security, trade, investment and the Nigeria-São Tomé and Príncipe Joint Development Zone.
Nigerian Defence Minister Bello Matawalle represented President Bola Tinubu at Vila Nova's inauguration and conveyed Nigeria's commitment to stronger bilateral relations.
Maritime security is particularly important. São Tomé and Príncipe occupies a strategic position in the Gulf of Guinea, an area with major shipping routes, offshore energy interests and fishing activity.
Recent incidents involving São Tomé fishermen drifting into Nigerian waters have also demonstrated the practical importance of maritime cooperation. Two fishermen were rescued after spending approximately eight days at sea before being handed back to São Tomé representatives.
ENERGY AND ECONOMIC OPPORTUNITIES
São Tomé and Príncipe continues to look for ways to strengthen its economy beyond traditional sectors.
Oil exploration has historically generated considerable expectations, particularly because of the country's Joint Development Zone with Nigeria. However, turning offshore potential into sustainable national development remains a complicated challenge.
The government must also focus on tourism, fisheries, agriculture, infrastructure and services.
Tourism is one area with considerable potential. The country's tropical environment, biodiversity, volcanic landscapes and historic plantation estates provide opportunities for cultural and ecological tourism.
The recent international attention surrounding former plantation estates, known as “roças”, could become an important part of that tourism strategy. Several of these sites are linked to the country's difficult colonial history and the legacy of slavery and forced labour.
Their preservation creates both a cultural responsibility and a possible economic opportunity.
PROTECTING BIODIVERSITY
São Tomé and Príncipe is also internationally recognised for its exceptional biodiversity.
Conservation initiatives are focusing on rare endemic birds and other species found nowhere else in the world. Recent conservation efforts have highlighted species including the São Tomé Grosbeak and the Dwarf Ibis, whose survival is threatened by habitat loss, hunting and invasive species.
For the government, environmental protection is increasingly linked to tourism, climate resilience and sustainable development.
THE SEPTEMBER 27 ELECTION
The immediate political focus, however, is the legislative election scheduled for 27 September.
The result will determine the composition of parliament and could significantly influence the government's ability to pursue economic and social policies.
Voters are likely to consider employment, the cost of living, public services, infrastructure, economic opportunity and political stability.
For young Santomeans in particular, the economy's ability to create jobs will remain a central concern.
São Tomé and Príncipe begins this new political chapter with a combination of opportunities and challenges.
The country has valuable strategic advantages: its location, maritime territory, biodiversity, cultural heritage and close relationships with Portugal, Nigeria and other African states.
But converting those advantages into broad-based prosperity will require effective institutions, transparent investment, infrastructure development and political cooperation.
President Vila Nova's second term therefore begins at an important moment.
The legislative election will help determine whether the country moves into a period of greater political stability and economic development or faces another cycle of political competition.
For a nation of small size but considerable strategic importance, the next few weeks could shape the direction of São Tomé and Príncipe for years to come.
