BIODIVERSITY & BIOSECURITY: Minister John Steenhuisen Demands Urgent SA-Botswana Action Plan to Combat Foot and Mouth Disease

BY : CHANON LECODEY MERRICKS ONLINE EDITOR KASiBC_AFRiCA

GABORONE — In an aggressive move to insulate Southern Africa’s agricultural economy, South Africa's Minister of Agriculture, John Steenhuisen, has called for the immediate implementation of a newly endorsed cross-border strategy to combat Foot and Mouth Disease (FMD).

Welcoming the comprehensive 2026–2028 Action Plan between South Africa and Botswana, Steenhuisen emphasized that the regional threat of FMD to livestock production, rural livelihoods, and international agricultural trade means no single country can defeat the virus in isolation.

The Action Plan was finalized during high-level bilateral discussions at the Sixth Session of the Bi-National Commission (BNC) between South Africa and Botswana, held in Gaborone.

President Cyril Ramaphosa led the South African delegation alongside his Botswana counterpart.

Collaboration on preventing and containing FMD has been elevated to a "High Impact Priority Project" under the BNC framework. Both heads of state directed their respective agricultural ministries to fast-track disease eradication to enhance mutual market access for agricultural products.

STRATEGIC LAW ENFORCEMENT: IFP Throws Weight Behind Premier Ntuli’s Humane, Balanced Stance on Undocumented Migration in KZN

DURBAN — The Inkatha Freedom Party (IFP) in KwaZulu-Natal has declared its full support for the measured, lawful, and leadership-driven approach taken by KZN Premier, Honourable Thamsanqa Ntuli, to address the province's illegal immigration challenges.

Issuing a firm statement on the eve of Africa Day, the party emphasized that responsible governance requires balancing humanitarian compassion with decisive operations to protect local economic opportunities and uphold the rule of law.

Results of the "Engangeni Ngesango Iyafohla" Campaign

Since its initial rollout in 2024, the Engangeni Ngesango Iyafohla campaign has driven a coordinated provincial response against undocumented migration and connected underground crime networks. Under Premier Ntuli’s strict directives, joint law enforcement task teams have ramped up physical compliance sweeps.

These integrated efforts have produced clear, tangible outcomes across the province:
Targeted Arrests: Interventions have led to the direct arrest and processing of undocumented foreign nationals working or residing in the province illegally.

Business Accountability: Enforcers have cracked down heavily on retail outlets and factories found to be violating core immigration, consumer safety, and basic labour laws.

Border Controls: Stronger operational coordination has been established between state agencies regulating border management, economic zones, and everyday community safety.

The IFP praised Premier Ntuli’s hands-on leadership style, citing his unannounced oversight visits to business districts across Durban and critical border checkpoints connecting South Africa, Eswatini, and Mozambique as proof of action-oriented governance.

Evolving Beyond Policing: Building Institutions
The IFP noted that the provincial strategy has maturely shifted from pure street-level enforcement to institution-building and broad public mobilization. A premier example includes the recently convened Provincial Round Table on Undocumented Foreign Nationals, which gathered the Border Management Authority, traditional leaders, civic groups, and faith-based organisations to hammer out sustainable policy alignments.
Concurrently, municipalities throughout KwaZulu-Natal are systematically adjusting to the campaign. Local councils have tightened the enforcement of municipal by-laws, increased regular business floor inspections, and broadened oversight of formal trading compliance.

Furthermore, Premier Ntuli has launched diplomatic dialogues with representatives from nations such as Ethiopia and Mozambique, acknowledging that effective migration management requires open interstate communication. Parallel community initiatives, including the Sport Against Crime and social cohesion events, keep the strategy anchored in community development rather than hostility.
Rejecting Xenophobia, Embracing Order.

The IFP remains absolute in its stance that while undocumented migration impacts national security, public resources, and local job markets, the issue must never degenerate into xenophobia or unlawful violence.

As a political party built on the foundations of human dignity, social order, and pan-African solidarity, the IFP explicitly condemned all forms of discrimination, lawlessness, and vigilantism. The party endorsed the Engangeni Ngesango Iyafohla campaign as a humane, constitutional intervention meant to fix governance structures and protect communities.

SHOCK IN LIMPOPO: Demands Swift Action Following Brutal Murder of Elderly Couple in Kruger National Park

SHOCK IN LIMPOPO: Demands Swift Action Following Brutal Murder of Elderly Couple in Kruger National Park

POLOKWANE — The Democratic Alliance (DA) in Limpopo has expressed deep shock and sadness following the brutal murder of an elderly couple inside the Kruger National Park on Friday, 22 May 2026.

The victims, identified as Ernst and Dina Marais, were property owners adjacent to Hoedspruit and had recently registered to vote in the area. They met their untimely fate near Crooks Corner, a well-known area in the northern section of the world-renowned safari park.

A Heinous Crime in a National Sanctuary
The brutal attack has sent shockwaves through the local Hoedspruit community and tourist networks alike. While Hoedspruit residents and international visitors frequently visit the park, the DA notes that many will now be deeply hesitant to do so following this heinous incident.

The opposition party warned that the double murder could have far-reaching, devastating impacts on Limpopo's tourism sector. Alongside agriculture and mining, tourism forms the economic backbone and future developmental foundation of the Limpopo province.

The DA highlighted this tragedy as a symptom of a broader "crime pandemic" sweeping South Africa, emphasizing its destructive toll on personal freedom, human dignity, and macroeconomic development.

Limpopo’s Grim Crime Statistics

The tragedy unfolds against a grim statistical backdrop for the province. According to the Limpopo crime statistics for the fourth quarter of 2026, the provincial murder rate remains staggeringly high, recording only four fewer murders than during the exact same period last year.

Statistically, nearly two people are murdered in Limpopo every single day—a reality the DA insists is completely unacceptable, declaring that "one murder is one too many".

Calls for a Manhunt and Conviction

In response to the killings, the DA has made a direct appeal to the top ranks of provincial law enforcement. The party is calling upon the Limpopo Provincial Commissioner, Lieutenant General Thembi Hadebe, to deploy maximum resources to swiftly track down, apprehend, and prosecute those responsible.

The DA emphasized that a thorough, airtight forensic investigation is vital to ensuring a watertight conviction in court.

"Without safety, Limpopo cannot grow," the DA statement concluded. "Businesses cannot flourish, young people cannot build futures, and communities cannot live with dignity."

JCPS Ministers Convene Urgent Summit at Union Buildings to Address Nationwide Immigration Protests

TSHWANE – In a move signaling the government’s mounting concern over social stability, the Justice, Crime Prevention and Security (JCPS) cluster Ministers have convened an urgent high-level meeting today, 25 May 2026, at the Union Buildings. The gathering comes as the country experiences a surge in mass protests and community-led marches directed at illegal immigration and the presence of undocumented foreign nationals.

Addressing the Security and Social Crisis

The meeting brings together all security cluster Ministers and senior national security officials to conduct a comprehensive review of the current climate. The agenda is multifaceted, aiming to bridge the gap between community grievances and state-led policy implementation.

Key objectives of today’s assembly include:

Finalizing a National Action Plan: Ministers are tasked with finalizing a framework designed to combat racism, racial discrimination, xenophobia, and related intolerance, which have become increasingly prominent in the national discourse surrounding migration.

Establishment of Protest Protocols: A primary goal is to establish clear "rules of engagement" for future demonstrations, ensuring that citizens' rights to protest are balanced against the need to maintain public order and safety.

Strategic Government Initiatives: The delegation is expected to outline the government's long-term approaches to tackling the complex problem of illegal immigration, responding to the growing public demand for stricter border enforcement and documented accountability.

Acknowledging that the protests are not merely security incidents but expressions of deeper community sentiment, the JCPS Ministers are scheduled to meet later today with representatives from political parties, civic groups, and associations that have been at the forefront of the marches.

"The goal of these engagements is to move from confrontation to consultation," noted a government representative. By bringing protest organizers into the room with state leadership, the government hopes to de-escalate tensions that have, in some regions, threatened to undermine social cohesion.

Media Access

The proceedings conclude with a session dedicated to transparency. Members of the media have been invited to a photo opportunity and doorstop interviews following the conclusion of the formal engagements at 12:00 at the Union Buildings.

As the nation watches, the outcome of this meeting is expected to set the tone for how South Africa navigates the delicate balance between national security, economic reality, and the humanitarian challenges associated with migration.

ACCOUNTABILITY DEMANDED: Public Protector’s Hard Deadlines on Charlotte Maxeke Hospital Repairs

ACCOUNTABILITY DEMANDED: Public Protector’s Hard Deadlines on Charlotte Maxeke Hospital Repairs

JOHANNESBURG — The Democratic Alliance (DA) in Gauteng has welcomed the strict, binding deadlines outlined in the Public Protector’s (PP) recent report investigating the severe delays in repairing the fire-damaged sections of the Charlotte Maxeke Johannesburg Hospital.

The critical medical facility continues to operate under compromised conditions, more than five years after a devastating fire tore through parts of the building in April 2021.

For the latest updates on healthcare infrastructure and public accountability, stay connected with KASIBC_AFRICA at WWW.KASIBC.BLOGSPOT.COM.

Maladministration and Ballooning Costs

The Public Protector's report found Gauteng’s Departments of Health and Infrastructure Development guilty of maladministration. The investigation concluded that both departments fundamentally failed to meet their statutory and constitutional obligations by neglecting to complete the vital repairs in a timely manner.

Financial details exposed in the report highlight severe underspending and escalating budgets:

Budget Underspend: Between 2021 and 2024, only R324 million (49%) of the allocated R667 million budget for planning, repairs, and maintenance was actually spent.

Escalating Costs: Due to the extensive delays, the total projected cost to fully complete the hospital repairs has ballooned from an initial R1.1 billion to a staggering R1.7 billion.

The DA heavily criticized these findings, labeling the situation a narrative of "gross incompetence" that has directly caused immense suffering for hospital patients due to heavily disrupted medical services.

Critical Shortages and Outstanding Safety Measures

The prolonged delays have severely impacted day-to-day operations and patient accessibility at the flagship hospital. Most notably, a continuing shortage of parking remains a major obstacle for elderly and sick patients, as 700 parking bays located in the fire-damaged basement remain completely inaccessible. Furthermore, critical fire compliance measures across the facility are still outstanding.

30-Day Deadline for Remedial Action

In a bid to enforce immediate accountability, the Public Protector has given Gauteng Premier Panyaza Lesufi and the relevant Heads of Department a strict 30-day deadline to submit a comprehensive action plan.

The recommended remedial measures mandate clear accountability for management failures and call for targeted lifestyle audits of key officials involved in the project. Additionally, the Auditor General is expected to step in as part of the binding recommendations, which opposition parties suspect will uncover deep-seated corruption.

The DA has vowed to closely monitor the implementation of the Public Protector’s recommendations to ensure that implicated officials face proper disciplinary action and that no further delays stall the restoration of the hospital.
