Government advances SoNA commitments on border control and workplace compliance

Firm borders, fair laws: government delivers on SoNA commitments to restore order at ports of entry and workplaces.

Government notes ongoing public discourse on immigration, particularly on issues related to illegal immigration, and wishes to reaffirm its commitment to safeguarding South Africa’s sovereignty, security, and the rule of law, while upholding the country’s constitutional values and respect for human dignity.
 
Government is strengthening measures to address illegal immigration, including tightening border controls to combat unlawful entry, illicit trade, and fraudulent activities that undermine revenue collection and the rule of law. 

These efforts form part of a broader programme to modernise and reform South Africa’s immigration and border management system into one that is secure, efficient, and responsive to the needs of a modern economy.



 Key to this transformation is the introduction of the Electronic Travel Authorisation (ETA) system, which will enhance the country’s ability to manage the movement of people in a secure, transparent, and efficient manner.
 
As part of ongoing reforms, Government has also taken steps to improve infrastructure at ports of entry, including the planned redevelopment of major land ports through strategic partnerships, aimed at improving security, efficiency, and service delivery.
 
Government emphasises that South Africa is a peaceful and responsible member of the international community, committed to maintaining strong and constructive relations with countries across the region and the world. The country remains guided by the principles of cooperation, mutual respect, and shared development, while firmly upholding the rule of law within its borders. All individuals within the country are expected to comply with the law and contribute positively to society.
 
Members of the public are strongly encouraged to work together with law enforcement authorities in addressing concerns related to illegal immigration and unlawful activities. Such concerns should be reported to the South African Police Service, immigration authorities, or other relevant law enforcement agencies to ensure they are addressed lawfully and effectively. In this regard, members of the public are urged not to take the law into their own hands. 

 
To date deportations have increased by 46% and since April 2023 the newly Border Management Authority has deported 500 000 people. Immediate steps are being taken to demolish and rebuild South Africa’s six busiest land ports of entry as part of a transformative Public-Private Partnership (PPP). The six ports are Lebombo, Beitbridge, Oshoek, Kopfontein, Maseru Bridge and Ficksburg.
 
In addition as per President Ramaphosa’s SONA 2026 announcement the Department Labour and employment is in the process of hiring 10,000 additional permanent labour inspectors this year to strengthen enforcement of labour laws, combat exploitation, and ensure compliance alongside police and Home Affairs. This massive expansion aims to boost the existing ~2,300 inspectors and focus on auditing compliance.
 
Government will continue working with relevant stakeholders to ensure that immigration is managed in a manner that protects national interests and the safety of citizens, while promoting economic growth and maintaining social cohesion.

Parliament raises concerns about high vacancy rate at Barberton correctional facilities

The Portfolio Committee on Correctional Services yesterday visited the Barberton Maximum Correctional Centre and Barberton Town Youth Centre, raising concerns about the high vacancy rate at both facilities.

The Chairperson of the committee, Ms Kgomotso Anthea Ramolobeng, noted 20 vacant posts at the Youth Centre, and at the Maximum facility, 46 (or 17.55%) of the 262 posts are vacant. “We are concerned because 46 is an extremely high number. We, as the Portfolio Committee, are very clear that where there are funded posts or vacancies, you (Department of Correctional Services, DCS) ought to fill them. Let’s start with the recruitment process. If it is unfunded posts, we can understand that.”

The Chairperson also called for better planning of human resources. She noted that upcoming retirements are known well in advance, so planning to fill these positions can begin early.


The visits form part of the committee’s week-long oversight visit to Mpumalanga. On Wednesday, the oversight visit began with a walkabout of both facilities.

Members of the committee visited the kitchen, medical unit, remand detainee section, sentenced offenders’ section and the educational facility. The committee commended the cleanliness of the facilities, stating that,given the numbers housed here, the facilities are fairly clean and well-maintained.

At the Youth Centre, the committee noted self-sustaining projects such as woodwork, where school benches are fixed or built, as well as a thriving garden patch. The committee commended the centres for the level of education, both basic and tertiary, provided there. It urged that more funding be made available for education, as it appears that inmates at the centres have an appetite to improve their lives in preparation for reintegration. “It seems like inmates want to participate in skills development, but the resources are limited,” said the Chairperson.

The Youth Centre caters for inmates aged 14 to 24. The committee noted that here, two freezers in the cold room were not working. Five pots at the Maximum facility were not working, and two were partially functioning. “This needs to be addressed before more equipment breaks, and then we will need to run around, not being able to cook for inmates,” said the Chairperson. Ms Ramolobeng further raised concerns about the kitchen at the Youth facility not having dedicated areas to prepare food for inmates with specific dietary requirements.


The Chairperson said the committee was surprised that the centre housed a total of 700 inmates who were serving life sentences. The centre has a bed capacity of 780 but currently houses 1 183 inmates, of whom 117 are foreign nationals. This constitutes 151% overcrowding.

“This is quite a high number,” said Ms Ramoboleng. “So, if you take this into account compared to your vacancy rate, it is extremely concerning. We have only seen such high figures at the likes of Kgosi Mampuru Maximum Correctional Centre.”

The committee will next visit the Standerton and Middleburg Correctional Centres.

The African National Congress (ANC) joins the international working class movement, the Congress of the South African Trade Unions (COSATU) and the workers across the country on the occasion of May Day, which commemorates International Workers Day.

This day, steeped in workers’ struggles, instils a sense of determination towards building an inclusive economy, transforming the workplace, creating conducive working conditions, the safety of workers, equity and diversification of the workplace and a decent living wage. It remains a unifying rallying point that affirms worker solidarity across all sectors – An injury to one is an injury to all.


Under the overarching slogan of “Workers of the World Unite”, this year’s International Workers Day is celebrated amidst the emergence of a new global order, a geopolitical shift in favour of progressive internationalism, solidarity and inclusivity against global aggression, neo-imperialism and working class exploitation. 

A defeat of this system is a product of the working struggles spanning many years since the founding of the international workers movement to advance the interests of the working class and to promote international solidarity.

In our context, it takes place in an environment of nation building, attempts to subvert democracy, thus undermining our sovereignty by treasonous right-wing acts of misinformation, racial polarisation, reversal of the achievements of the democratic state, systematic opposition to a labour regime that elevates the rights and interests of workers to the apex of development, decent living wage, an inclusive economy and true non-racial, non-sexist South Africa based on equality and justice.

As an organisation, we passed a number of progressive legislation from the Constitution that protects the rights of workers, the Labour Relations Act, the Basic Conditions of Employment Act, the Occupational Health and Safety Act. Today, we have advanced measures such as the Employment Equity Amendment Act and the National Minimum Wage to deepen transformation, ensure diversity, inclusivity, and protect vulnerable workers from exploitation. 

We have introduced sectoral determinations of wages to protect workers from exploitation, introduced Temporary Employer/Employee Relief Scheme (TERS) to cushion workers and the employers from economic harm and invested in State Owned Entities (SOEs) to create jobs, including through initiatives such as the International Investor Conference to stimulate the economy.


As we celebrated the 32 years of democracy on the 27 April 1994, the South African flag is at full mast, flying high with pride in the international community of nations united in solidarity for a prosperous and peaceful world. This takes place in a difficult period in the life of humankind, against the brutality of the butchering of the Palestinian and Lebanese people by the murderous Israel regime abetted by its allies, and the inhumane Cuban embargo.

The ANC joins workers of the world in condemning a brutal force unleashed on civilisation and society in the name of seeking peace. It takes place against a tide of resistance to equality, the role of workers in the workplace and participation in the economy, the triple oppression of women, quid pro quo and metastasised corruption which affects service delivery, prosperity and growth to the detriment of those who sweat and labour for the prosperity of the country and decent livelihoods.


The 32-year of our democracy is a testament to the brave struggles of workers in the face of forces opposed to change. It is the workers who fought for this freedom, risking their lives to free us from bondage, poor wages, and to lift us out of poverty, injustice, and the humiliation of secondary citizenship imposed by apartheid colonialism

When we gained our freedom in 1994, these struggles were interconnected and dialectical, aimed at transforming the workplace and fighting the monster of apartheid labour, which pushed workers to the margins of the economy, working dangerously deep underground in an extractive system that did not benefit them..

The ANC continues to strive to transform the labour regime to bridge the wide wage gap, ensure equity and workplace safety and a peaceful global order pillared on progressive internationalism, inclusive multilateralism, a better Africa and a better world. It is the wisdom and the struggles of the working class that will guide us in the socioeconomic transformation path.

In this Year of Decisive Action to Fix Local Government and Transform the Economy, we call on all progressive forces, including the labour movement, to work with communities to improve service delivery, strengthen accountability, and advance inclusive growth and job creation.

We remain committed to building a capable, ethical and developmental state, and to deepen the transformation of the economy through industrialisation, land reform, and the development of township and rural economies.

As we advance towards the 2026 Local Government Elections, the ANC calls on workers to actively participate in democratic processes, to organise, to mobilise, to register to vote ANC and to defend the gains of our democracy..

In unison we join in the slogan “The Internationale’-Unite the Human Race.”

Women’s Living Heritage Monument a White Elephant

The Women’s Living Heritage Monument in Tshwane, which remains closed to the public, has deteriorated to the point that paint is peeling off the walls. This was discovered during a recent oversight inspection by the Gauteng Portfolio Committee on Sports, Arts, Culture and Recreation.

The Gauteng Department of Sport, Arts, Culture and Recreation (GDSACR) spent over R280 million on construction and operational costs. A further R14.5 million was spent fixing shoddy workmanship that occurred during phases three and four of the project over the past three years.

The monument, which was unveiled in August 2016, is meant to honour the legacy of women who played a critical role in the struggle against apartheid in the country. In addition, the centre is intended to host a training and development centre featuring statues commemorating legendary activists, Lillian Ngoyi, Helen Joseph, Rahima Moosa, and Sophie De Bruyn. Despite being unveiled in 2016, construction on the project was completed two years later in 2018. Furthermore, the sand used in the construction is starting to crumble.


The premises are secured with fencing and signs indicating that personal protective equipment is required to enter, even though there is no visible construction activity on the site. Seven unannounced visits have taken place since 2024 by the Democratic Alliance (DA) Gauteng, during which we were denied access, six of which we were denied access.

The GDSACR promised that the site would be fully operational by 2024. This deadline has since passed, and there has been no progress in getting the site fully operational. One of the reasons the site cannot become fully operational is that the City of Tshwane declared it a fire hazard for failing to comply with safety standards.

The continued delay in opening the site was blamed on the need to move the substation from the parking lot of the State Theatre to a safe area, a requirement from Fire and Safety. During this year’s oversight inspection, the project manager confirmed that the substation had been moved.


The DA Gauteng will continue to push for the opening of the Women’s Living Heritage Monument. This heritage site not only has the potential to unlock job opportunities and grow the local economy in Tshwane but will also honour the memories of the women who have sacrificed for South Africa. It is a dishonour to past and present generations that it is sitting idle as a white elephant.

A DA-led provincial government would immediately appoint a competent contractor to complete the work at this facility.

Electoral Commission welcomes announcement of 4 November 2026 as Local Government Elections Date 


The Electoral Commission of South Africa welcomes the announcement by President Cyril Ramaphosa confirming Wednesday, 4 November 2026 as the date for the 2026 Local Government Elections. Chief Electoral Officer Mr Sy Mamabolo said: “The announcement of the election date provides clarity for all role players and certainty of planning for the Electoral Commission as we continue our work to deliver free and fair municipal elections.” 

The Electoral Commission encourages all eligible South Africans who are not yet registered, or who have changed their place of residence, to ensure that they are registered in the voting district where they ordinarily reside, as voters may only vote at the voting station where they are registered. 


The Electoral Commission, however, notes that this announcement does not constitute the formal proclamation of the election date. In terms of the law, the official proclamation will be made by the Minister of Cooperative Governance and Traditional Affairs, at which point the voters’ roll will be closed. Prospective voters are invited to make use of the Commission’s online registration platform available at registertovote.elections.org.za by visiting the Electoral Commission website on a desktop computer or mobile phone to register or update their registration details.


Alternatively, citizens may register during the national voter registration weekend on 20 and 21 June 2026, at the same voting stations where they intend to cast their ballots on election day. 

The Commission urges all eligible citizens to take this opportunity to verify their registration details early and to participate fully in shaping the future of their local communities.
