The Gauteng Department of Social Development (GDSD) notes with concern misleading statements made by the Democratic Alliance (DA) regarding the operations and capacity of the Dr Fabian and Florence Ribeiro Substance Abuse Treatment Centre

The Department wishes to place the following facts on record to correct these inaccuracies. The Dr Fabian and Florence Ribeiro Treatment Centre is registered to accommodate 353 patients, based on its available human resource capacity. 

While the infrastructure allows for a larger intake, patient admissions are guided by staffing levels to ensure quality care and effective treatment outcomes. Contrary to claims that 1 249 patients were admitted at the facility, this figure represents the total number of individuals admitted across Gauteng during Phase 1 of the Tswa Daar campaign


This number includes admissions to various funded non-profit organisation (NPO) inpatient treatment centres across the province, and not solely the Dr Fabian and Florence Ribeiro facility. In addition, 805 individuals were assessed and referred to outpatient treatment programmes following comprehensive evaluations conducted by social workers and medical professionals during the campaign. It is important to emphasise that not all individuals with substance use challenges require inpatient admission.  

Appropriate treatment interventions are determined through professional assessments to ensure that each individual receives the most suitable level of care. While there was a temporary increase in the number of service users at the Dr Fabian and Florence Ribeiro facility, this was effectively managed. 

The Department deployed additional human resources, including  Social Workers and mobile treatment services, to provide psychosocial support and medical detoxification where required. Claims that the facility lacked medication for detoxification are incorrect. All admitted service users received medical care aligned with their treatment plans. It must be noted that Gauteng faces a high prevalence of crystal methamphetamine use, for which there is no approved pharmacological detox treatment

In such cases, withdrawal is managed through clinically approved supplements to ease symptoms, which were made available at the facility. The Department further rejects claims that the facility can only accommodate 150 patients due to staffing constraints. The centre remains fully capacitated to manage 353 patients. Following its temporary closure for renovations, the facility will reopen in May 2026 with an initial intake of 150 service users as part of a phased admission process

Weekly admissions will continue until full capacity is reached. This approach ensures effective management of withdrawal symptoms and optimal care for all service users. To strengthen service delivery, the Department has recruited 10 additional Social Workers, along with nursing personnel, to support operations at the facility. The current staffing complement is adequate to manage the centre’s registered capacity. 


The temporary closure of the facility was a necessary measure to ensure the safety and security of service users. Ongoing renovations required the movement of contractors and materials, which posed risks, including the potential introduction of substances into the facility. During this period, individuals requiring inpatient care were referred to other funded NPO treatment facilities, as well as outpatient and community-based programmes across the province. 

The Department also wishes to correct the misconception that all individuals with substance use disorders require inpatient treatment. This is not the case. Outpatient treatment programmes are equally effective, depending on the individual’s condition and level of commitment, and remain a critical component of the continuum of care.

The Dr Fabian and Florence Ribeiro Treatment Centre is on track to resume admissions from 12 May 2026, with screening processes already underway across regions. 

The Gauteng Department of Social Development continues to provide evidence-based, safe and effective substance abuse treatment services, and calls on all stakeholders to refrain from spreading misinformation that may undermine public confidence in these critical services.

THE R800 MILLION WASTED ON SUSPENDED PUBLIC SERVANTS 

The Economic Freedom Fighters (EFF) is outraged, but not surprised, by revelations that the South African government spends approximately R800 million annually paying suspended public servants who remain at home for years while disciplinary processes collapse under corruption, political interference, and administrative incompetence.  

According to a report by the Public Service Commission, there are currently 674 suspended officials across national and provincial government, with more than 500 suspended for longer than the legally prescribed 90-day period.


Even more shocking is the case of a deputy director in the Department of Women, Youth and Persons with Disabilities who has reportedly received more than R5 million after being suspended in 2018 and later found guilty of financial misconduct.   

The EFF has repeatedly highlighted this crisis through our responses to Auditor General reports and public statements exposing fruitless and wasteful expenditure across all spheres of government. The revelations by Public Service Commission Chairperson Somadoda Fikeni that some officials have remained on suspension for up to 12 years expose the complete collapse of governance and consequence management within the state.    

What exists today is not a disciplinary system but an organised mechanism of protecting politically connected bureaucrats while poor South Africans are told there is no money for clinics, schools, housing, or jobs. 

This figure of R800 million does not even begin to capture the full extent of waste, as it excludes the additional remuneration paid to acting officials.   This means South Africans are not only paying suspended officials to stay at home, but are also paying extra for the people temporarily occupying their positions. 


Furthermore, this practice has now become entrenched at the highest levels of the state. In the South African Police Service (SAPS), both Minister Senzo Mchunu and National Commissioner Fannie Masemola have become case studies of how suspension, special leave, and acting arrangements are increasingly no longer used as accountability mechanisms. 

Their cases illustrate how the state avoids decisive disciplinary outcomes while continuing to fund all parties involved: the official under scrutiny, and those acting in their place at the expense of taxpayers. 

At local government level, where oversight is weakest, the situation is even worse. Reports that suspended Emfuleni municipal officials have collectively received tens of millions of rand while sitting at home demonstrate the complete degeneration of municipalities. 

Additionally, Nelson Mandela Bay City Manager Noxolo Nqwazi has cost taxpayers approximately R5.8 million over an almost three-year suspension, highlighting how accountability is endlessly deferred while salaries continue uninterrupted. 

The EFF further notes the warning by governance experts that prolonged suspensions are often used to remove officials who stand in the way of corrupt procurement networks while compliant individuals are installed in acting positions to facilitate looting.  

The EFF therefore demands mandatory conclusion of disciplinary processes within 90 days; automatic dismissal of accounting officers who allow unlawful prolonged suspensions; full public disclosure of all suspended government officials and associated costs; and criminal prosecution where suspensions involve corruption and financial misconduct. 

South Africans cannot continue financing a parasitic state bureaucracy while unemployment rises, municipalities collapse, and millions live without dignity. 

The ANC government has normalised a corrupt system where public office is treated as a gateway to personal enrichment without consequence; and we encourage all South Africans to remember this as you cast your ballot in the upcoming local government elections.

Electoral Commission to meet MKP leadership as part of KwaZulu-Natal stakeholder engagements 

The Electoral Commission will tomorrow, Monday, 04 May 2026, meet with former President Jacob Zuma and a delegation of Umkhonto weSizwe Party (MKP) in Nkandla, Kwa-Zulu Natal (KZN). 

This engagement forms part of the Commission’s ongoing stakeholder outreach in KZN, following a successful week-long programme of consultations conducted from 20 to 24 April 2026, in preparation for the 04 November 2026 Municipal Elections


During that week, the Commission engaged a broad spectrum of institutions of leadership across the province, including the Premier of KwaZulu-Natal, Thami Ntuli; traditional leadership, notably His Majesty Misuzulu kaZwelithini; leaders of political parties; faith-based formations and civil society organisations. 

These engagements provided a constructive platform to exchange views on the state of democracy, electoral readiness, and the collective responsibility to foster a peaceful and credible electoral environment. 


The upcoming meeting with Mr Zuma and the MKP delegation builds on this inclusive approach and reflects the Commission’s commitment to sustained and respectful dialogue with all key stakeholders. 

The Commission remains encouraged by the spirit of cooperation demonstrated during its engagements in KwaZulu-Natal and will continue working collaboratively with all stakeholders to deliver elections that are free, fair, credible and inclusive elections.

Government Communications on impacts of severe weather in John Taolo Gaetsewe District

The District Joint Operating Coordinating Committee (JOC) convened on Friday, 01 May 2026, to deliberate on the incidences caused by inclement weather conditions which affected parts of the John Taolo Gaetsewe District Municipality.

The meeting brought together key stakeholders from various government departments and municipalities to assess the current impact of flooding on communities, infrastructure, and essential services across the district.


Reports presented during the session confirmed that several areas remain severely affected, with other residential properties surrounded by water, destruction of road infrastructure, and disruptions to basic services. The Committee noted with concern the extent of the impact, particularly within the Joe Morolong Local Municipality, which continues to bear the brunt of the adverse weather conditions.

The JOC further reviewed coordinated response measures currently underway, including disaster assessments, humanitarian assistance, road closures, and the establishment of alternative routes where necessary. Efforts to provide relief to affected households are hampered by lack of access to the affected communities.

The Committee reaffirmed government’s commitment to ensure a coordinated, efficient, and responsive approach to the current crisis. Stakeholders will continue to work collaboratively to ensure that affected communities receive the necessary support and that risks are mitigated.


Assessment reports from various sectors will be consolidated and submitted to the Provincial Government to guide further interventions and resource allocation. All the three local municipalities in the John Taolo Gaetsewe District, will host special council meetings between 01 – 04 May 2026, to deliberate on the ongoing challenges and to possibly pass resolutions on declaring local state of disasters.

Residents are urged to remain vigilant, avoid flooded areas, adhere to safety advisories, and cooperate with authorities during this period. Communities are also encouraged to report emergencies to relevant authorities.

Government will continue to provide updates as the situation develops.
