Human Settlements hands over Houses to Military Veterans in Jouberton

The Department of Human Settlements, in partnership with the City of Matlosana, hosted a housing handover ceremony for military veterans today, 17 April 2026.

The programme began with a briefing session at the City Council Committee Room. The Executive Mayor, of the City of Matlosana, Cllr Fikile Mahlophe, officially opened the session, welcoming delegates, stakeholders, and beneficiaries,highlighting that this handover is proof that when all spheres of government work together, the dignity of the men and women who sacrificed for our freedom can be restored.

The MEC for Cooperative Governance, Human Settlements and Traditional Affairs (COGHSTA), Gaoage Molapisi in his remarks, emphasised the department’s commitment to restoring the dignity of military veterans through the provision of housing. He reaffirmed government’s pledge to prioritise those who served the country and highlighted the importance of intergovernmental cooperation in accelerating housing delivery.

In delivering his closing remarks, Acting Speaker of Council, Cllr Lebohang Itebogeng, reiterated the importance of continued collaboration between government entities to ensure sustainable service delivery.

Following the briefing session, dignitaries, officials and veterans proceeded to Jouberton Extensions 31 and 34, where seven houses were officially handed over to military veterans.

The handover forms part of the ongoing Military Veterans Housing Programme, which aims to provide adequate shelter to qualifying military veterans across the North West Province.

Thabo Mofutsanyana Budget must Cut the Fat

The Democratic Alliance (DA) will submit formal amendments to the draft budget and table proposals in Council to reprioritise spending towards core service delivery functions, while opposing the adoption of the budget in its current form.

After the tabling of the Thabo Mofutsanyana District Municipality budget on 31 March, a DA analysis shows that the municipality is effectively providing sheltered employment for councillors and a bloated staff complement, while failing to deliver on its core functions.

Of the total R172.5 million available, 74.7% is allocated to employee and councillor costs, including extras such as bursaries, internal catering and refreshments, accommodation, travel, travel agents and visas. Executive Mayor’s events account for 2.75% of the available funds, while only 22.65% is directed towards administration, operations and capital projects, much of which relates to the administration of grant funding.

Amid this, the Executive Mayor tabled a proposed organogram including positions for a Chief Whip and additional staff, despite the municipality not qualifying for such posts. No skills audit has been conducted, despite a Council resolution requiring it, and no superfluous positions have been cut. 

The Kestell Water Testing Laboratory is not a core function of a district municipality, is neither accredited nor functional, yet remains fully staffed at a cost of at least R6.5 million annually. This is despite Environmental Health Practitioners already conducting water sampling, which is tested at accredited laboratories at minimal cost.

The critical core functions of a district municipality include local economic and tourism development, environmental health services, disaster management, fire-fighting services, Expanded Public Works Programme (EPWP) coordination, and integrated development planning for the district as a whole.

However, it is deeply concerning that, of all these essential functions, only the Environmental Health Department is currently operating to any meaningful extent, leaving critical service delivery gaps that directly affect communities and voters.

The DA will again submit a proposal that all funding allocated to the non-functional Water Testing Laboratory be redirected to a fully operational Disaster Management Centre with fire-fighting capacity, capable of assisting municipalities with risk assessments and disaster preparedness.

The DA further proposes:

Bloated political staffing linked to the Executive Mayor and MMCs must be reduced, and
a proper skills audit must be conducted, Proper training and capacity building of EPWP workers must also be prioritised, the implementation of a zero-based budgeting approach, where each line item is assessed against its relevance to core municipal functions.

Simply increasing budget items year-on-year without justification is unsustainable.

The time for an ineffective district structure that prioritises employment over service delivery is over. Unless these necessary changes are incorporated into the draft budget, the DA will not support its adoption.

The African National Congress (ANC), led by its Secretary General, Comrade Fikile Mbalula, today met with the KwaZulu-Natal Provincial Task Team (PTT), accompanied by NEC members deployed full-time at the National Office, to brief them on the decisions of the National Working Committee (NWC).

The KZN PTT was appointed in February 2025 with a clear mandate to rebuild and strengthen organisational structures within the framework of the ANC National Conference resolutions, the Constitution of the organisation, the ANC Elections Manifesto, and all relevant policies.

Following the conclusion of its term, the NWC undertook a comprehensive review of the PTT’s performance, informed by engagements with both the PTT and all Regional Task Teams (RTTs) across the province. Arising from this process, the NWC has taken decisions on the way forward regarding the reconfiguration of structures in KwaZulu-Natal.

At this stage, the ANC has announced the Officials of the reconstituted Provincial Task Team, with the full composition of the PTT, including Regional Task Teams, to be announced in the coming week. 

The following are accordingly announced as PTT Officials:

Mike Mabuyakhula – Provincial Convenor
• Bongi Sithole-Moloi – 1st Deputy Provincial Convenor
• Siboniso Duma – 2nd Deputy Provincial Convenor
• James Nxumalo – Provincial Coordinator
• Siphesihle Mdaka – Deputy Coordinator
• Nomagugu Simelane – Fundraiser

The ANC expresses its profound appreciation to the outgoing team led by Comrade Jeff Radebe for steering the organisation during a difficult period, following a strategic electoral setback that saw the ANC attain approximately 40% support nationally and 17% in KwaZulu-Natal. Their contribution laid a critical foundation for organisational renewal and rebuilding.

The newly appointed PTT is entrusted with the responsibility of leading the organisation in the province
towards the 2026 Local Government Elections. In line with organisational processes, branch, regional and provincial conferences will be convened in 2027, after the Local Government Elections.

The ANC Women’s League welcomes and hails the decision by the Judicial Services Commission (JSC), which found Judge Selby Mbenenge guilty of gross misconduct, effectively rendering the esteemed juror susceptible to impeachment

The guilty verdict against the Eastern Cape Judge President of the High Court came after the rogue justice was brought before the JSC, on allegations of pursuing unwanted sexual advances towards a junior staffer between 2021 and 2022. 

An earlier recommendation from the Judicial Conduct Tribunal cleared Judge Mbenenge of sexual harassment, while acknowledging some degree of misconduct, however the reputable JSC concurred with the ANC Women’s League maiden sentiment, that the Eastern Cape Judge President committed an act of gross misconduct. 

The ANC Women’s League has always been on the side of the victim, and we feel vindicated by this judgement, particularly the fact that the victim can finally get closure from an ordeal of an unprecedented public court of opinion, and high level of arrogance from the very person who is supposed to protect and uphold the rule of law

Thus, we eagerly await the process towards his impeachment to unfold, as this country’s bench cannot be adjudicated by a depraved judge who thinks they are above the law without the probity to uphold the constitutional values and the moral superiority of our judiciary

The ANC Women’s League stands firmly with all survivors of sexual harassment and violence, advocating for their voices to be heard and respected, and in this instance, we call on our legislators to move with speed in bringing this matter to a close.
