EFF SUBMISSION OF A COMPLAINT AGAINST MARK BURKE TO THE JOINT COMMITTEE AND MEMBERS INTERESTS

The Economic Freedom Fighters has today, Monday 24 August 2026, formally lodged a complaint against the Democratic Alliance Member of Parliament, Mark Burke, to Parliament’s Joint Committee on Ethics and Member’s Interests. The complaint emanates from the potentially criminal conduct by Kastelo Proprietary Limited, a financial services company co-founded by Mr. Burke, and for which he was the Chairperson until recently. The details of potential criminal conduct by Mr. Burke’s company were exposed by the recent judgement of the South Gauteng High Court, in terms of which the Court rejected an application by Kastelo to unfreeze its accounts with Access Bank Limited.

The accounts were frozen by the Reserve Bank after the Reserve Bank, Access Bank itself, and some of Kastelo’s clients reported suspicious transactions which were in violation of South Africa’s exchange control regulations. These transactions cumulatively are in excess of R4 billion. If true, these transactions would be classic illicit financial flows, a perverse practice long flagged by the EFF as a major contributor to the denuding of our tax base by corporate thugs.

The transactions took place right under the leadership of Mr. Burke, who was deployed by the DA to be its main member at the Standing Committee on Finance. One of the entities reporting regularly to this Committee is the South African Reserve Bank (SARB). Mr. Burke sat at committee meetings at which the SARB was reporting to Parliament, never recused himself from these meetings, while fully knowing that a company he owned was involved in direct litigation against the SARB. He held the position of Founder and Chairman of a company at the centre of one of the largest live exchange control matters before the Reserve Bank, while sitting as a full member of the Committee that Parliament entrusts with oversight of the very institution investigating that company.

Whatever the outcome of the Reserve Bank's investigation into Kastelo, Mr Burke's own position at the intersection of that investigation and Parliament's financial oversight was in itself, a risk to public confidence that Parliament's oversight of the country's monetary and exchange control system is exercised without fear, favour, or private interest. In so doing, Mr. Burke violated his ethical duties as outlined in the “Code of Ethical Conduct and Disclosure of Member’s Interests for Assembly and Permanent Council Members of 2024”. It is our view that Kastelo’s actions, and Mr. Burke’s role in the decision-making process at Kastelo, and his shamelessness in continuing to sit in meetings of the Standing Committee on Finance, were a gross violation of the ethical standards expected of Members of Parliament.

This directly impacts on the mandate of the Joint Committee on Ethics and Member’s Interests, and it is for this reason that we have formally lodged our complaint to the Committee. We will carefully monitor the response of the Committee, and take all reasonable steps to ensure that Members of Parliament such as Mr. Burke are held to account for using parliament as a cover for the commission of commercial crimes in this country.

GAUTENG HEALTH WARNS OFFICIALS AND PUBLIC AGAINST BRIBERY AND QUEUE-JUMPING

The Gauteng Department of Health (GDoH) has noted with serious concern complaints from members of the public alleging that some patients may be paying officials to bypass queues when scheduling appointments, accessing patient files and collecting medication from pharmacies at public health facilities.

The Department strongly condemns any form of bribery, corruption or preferential treatment within the public healthcare system. Patients must access services through established processes, and no person should be allowed to use money to gain advantage of accessing services.

The allegations are serious, and the Department will investigate credible complaints involving officials who are alleged to have solicited or accepted bribes from patients. Officials are reminded that accepting money or any other benefit in exchange for performing, expediting or giving preferential treatment in the execution of their duties is a serious offence.

Such conduct may constitute corruption in terms of the Prevention and Combating of Corrupt Activities Act, 2004 (Act 12 of 2004). Members of the public who are asked for a bribe, or who have information about officials allegedly involved in such activities, are urged to report these incidents immediately.

Patients are encouraged to report such incidents while they are still at the health facility by approaching the Office of the Chief Executive Officer (CEO) or the Quality Assurance Office. This will enable the facility management to record the complaint and, where possible, initiate an immediate investigation. We encourage members of the public not to remain silent when confronted with corruption.

Reporting these incidents will assist the Department in protecting patients, strengthening accountability and ensuring that public healthcare services are provided fairly and without discrimination.

BAIL HEARING IN REIGER PARK SHOOTING CASE POSTPONED FOR FURTHER HEARING

The bail hearing involving Regan Cheslyn Collins (23), Jamal Meyer (24), and Elvino Crawford (27) in the Boksburg Magistrates' Court has been postponed to 08 September 2026 for further hearing.

The State is opposing bail and has placed evidence before the court concerning the seriousness of the charges, the circumstances surrounding the alleged offences, the safety of the community, and the potential risk posed by the accused should they be released.

The accused face four counts of murder, one count of attempted murder, two counts of robbery with aggravating circumstances, as well as charges relating to the unlawful possession of a firearm and ammunition.

The charges arise from a fatal shooting incident that occurred in Reiger Park, Boksburg, on 07 August 2026, during which Roleen Lessing, Jayden Magerman, Constable Tomatsane, and Constable Sibeko were killed. The two police officers were members of the South African Police Service (SAPS) Anti-Gang Unit.

The matter has been postponed for continuation of the bail proceedings.

NPA SECURES LIFE IMPRISONMENT FOR MURDERERS

The National Prosecuting Authority (NPA) welcomes the effective sentence of life imprisonment handed down by the Ezakheni Regional Court to Bahle Dlamini (33) and Siyabonga Dube (31) following their conviction on charges of murder, robbery with aggravating circumstances, and two counts of possession of unlicensed firearms and ammunition.

The convictions stem from an incident that occurred on 15 June 2023 in the Roosboom area near Ladysmith. The complainant, who worked as a bakery delivery van driver, and the deceased, Sbonelo Xulu, were delivering bread to a supermarket when they were confronted by Dlamini and Dube, both armed with firearms.

During the robbery, Xulu was fatally shot. The complainant was then forced to drive the accused and drop them off at another location. Before fleeing, the accused stole cellphones belonging to both the deceased and the complainant, as well as cash.

Police officers arrested the accused later that same day at a local taxi rank. Upon their arrest, they were found in possession of the stolen items, as well as two unlicensed firearms and ammunition.

During the trial, Prosecutor Sinethemba Hlongwane successfully led the evidence of the complainant, a Section 204 witness, and the police officers who recovered the firearms from the accused. Following their conviction, the court sentenced Dlamini and Dube to an effective term of life imprisonment and declared them unfit to possess firearms.

The NPA remains steadfast in its commitment to upholding the rule of law and ensuring that perpetrators of violent crime are held accountable for their actions.

We trust that this sentence sends a strong message that violent crimes of this nature will not be tolerated and that justice will be pursued relentlessly on behalf of victims and affected communities.

IEC reminds political parties and independent candidates of the 28 August deadline for candidate nominations

The Electoral Commission (IEC) reminds all political parties and independent candidates intending to contest the 2026 Local Government Elections that the deadline for the submission and completion of candidate nominations is Friday, 28 August 2026 at 17h00.

The Commission urges all political parties and candidates who intend to participate in the elections to ensure that their candidate nomination details and all required information are completed and submitted well ahead of the deadline.

This will enable a seamless transition to postnomination processes. The Commission advises that the stipulated date and times are based on the Election timetable which cannot be changed nor be negotiated. After 17h00 on Friday, no changes will be permitted.

This means the Online Candidate Nomination System (OCNS), will not be available for submissions beyond the cutoff time. Similarly, no political party or independent candidate will be allowed to enter the IEC Offices after 17h00 with the intention to submit candidate lists.

The Commission encourages prospective independent candidates and political parties to visit the IEC website at www.elections.org.za or contact the Contact Centre at info@elections.org.za or on 0800 11 8000 for more information.

DA to Grill Minister Gayton McKenzie Over R31m FIFA World Cup Delegation Expenses

PARLIAMENT — Minister of Sport, Arts and Culture Gayton McKenzie is set to face intense scrutiny in Parliament today as the Democratic Alliance (DA) prepares to question him over a controversial R31 million expenditure related to the South African delegation at the 2026 FIFA World Cup.

Minister McKenzie and representatives from the Department of Sport, Arts and Culture are scheduled to appear before the Portfolio Committee on Sport, Arts and Culture at 17:30. This marks their second appearance before the committee regarding the matter, following an initial meeting on 4 August that left lawmakers dissatisfied.

During the previous parliamentary session, committee members rejected the department’s presentation, describing it as lackluster, and formally demanded a comprehensive, line-item report detailing the delegation's activities and associated costs. The DA noted that Minister McKenzie departed the previous meeting as the probe into the World Cup spending commenced, preventing committee members from questioning him directly.

Heading into today's proceedings, the DA’s Spokesperson on Sport, Arts and Culture, Leah Potgieter MP, emphasized that the department has had sufficient time to produce the required financial records and justifications.

According to the DA, the delegation in question comprised 151 individuals. The opposition party has outlined a specific list of demands that it expects the department's updated report to address, including:

  • Delegation Composition: The full names, professional qualifications, and relevant experience of all 151 delegation members to justify their inclusion.
  • Roles and Responsibilities: A detailed breakdown of the specific duties assigned to each member during the tournament.
  • Activity Log: An account of the daily activities, meetings, and official engagements conducted by the Minister and individual delegation members.
  • Financial Expenditure: An itemized breakdown of the estimated R31 million total cost, specifying the exact amount attributed to each individual attendee.
  • Sponsorships: Full disclosure of all private or corporate sponsorships received to subsidize the trip.
  • Return on Investment: Measurable outcomes and tangible benefits secured for South Africa’s sport, arts, culture, and tourism sectors as a result of the expenditure.

"It is time for the Minister to stop avoiding accountability and account for each rand spent at the World Cup," the party stated ahead of the evening committee meeting.

The Portfolio Committee session is expected to focus heavily on financial oversight and public transparency regarding international government delegations.

KLIPTOWN TO ALEXANDRA , ORANGE FARM AND SANDTON

Chanon Lecodey Merricks, His Biography and His 2026 Local Government Election Ambitions

By KASiBCAFRiCA©®™

The political journey of Chanon Lecodey Merricks presents an unusual intersection between personal history, entrepreneurship, media activism and electoral politics. Born in Kliptown, Soweto, on 11 June 1976, Merricks has built a public identity around the idea of coming from a historically disadvantaged township community while attempting to operate across Johannesburg's sharply contrasting political and economic landscapes.

His reported interest in the 2026 Local Government Elections places that biography against two particularly significant Johannesburg environments: Alexandra Township and Sandton CBD.

These are not politically or economically identical communities. Alexandra is associated with dense residential communities, informal settlements, housing and service-delivery pressures, while Sandton represents one of Johannesburg's most important commercial and financial centres. Ward 109 incorporates parts of Alexandra as well as parts of Morningside, Wendywood and surrounding areas, while Ward 103 includes Sandton CBD, Sandown, Morningside, Benmore, Riverclub and other affluent areas.

The contrast therefore makes Merricks' political positioning particularly interesting: a candidate whose biography begins in Kliptown seeking political relevance in both Alexandra Township  and Corporate Sandton.

---

A BOY FROM KLIPTOWN ENTERS THE POLITICAL ARENA

Merricks' own biographical narrative describes him as an entrepreneur from Kliptown who progressed through employment and business before establishing his media ambitions.

His professional profile identifies him with Kasi Broadcasting Africa, while public reporting has also documented his earlier business and broadcasting ventures.

That background matters politically because his public identity is not that of a traditional career politician.

Rather, his profile has been constructed around three principal themes:

1. Township Origins

His Kliptown background provides a direct connection to one of the historic centres of South Africa's political struggle.

2. Entrepreneurship

Merricks has presented himself as a businessman and entrepreneur rather than someone whose career was built entirely inside government or a political party.

3. Media

Through KASiBC_AFRiCA, he has sought to establish himself as a media entrepreneur and commentator, giving him a platform from which to discuss politics, communities and local government.

That combination creates both an opportunity and a challenge when translated into electoral politics.

---

FROM BIOGRAPHY TO REPRESENTATION IN CITY OF JOHANNESBURG

The central question surrounding Merricks' 2026 political ambitions is therefore not simply where he comes from, but whether his personal history can be converted into electoral credibility.

A Biography can explain a Candidate.

An election requires voters to believe that the candidate can represent them.

This distinction becomes especially important when comparing Merricks' biography with his reported interest in contesting positions associated with Alexandra and Sandton.

The two communities require different political conversations.

In Alexandra, questions of housing, overcrowding, infrastructure, sanitation, roads, electricity, employment, safety and economic opportunity are particularly prominent.

City of Johannesburg community-based planning discussions in Ward 109, for example, have included concerns about infrastructure, road resurfacing and illegal electricity connections.

In Sandton, meanwhile, the political conversation includes municipal service delivery, infrastructure, rates, traffic, business conditions, safety, refuse collection and the relationship between residents, businesses and the City.

Ward 103 specifically includes Sandton CBD, Sandown, Morningside, Benmore, Riverclub, Parkmore, Bryanston East, Hurlingham and parts of Strathavon.

---

ALEXANDRA: THE TOWNSHIP CONNECTION

Of the two areas, Alexandra arguably presents the most obvious connection to Merricks' township-oriented political narrative.

Merricks' Biography begins in Kliptown.

Alexandra is another historic township community within Johannesburg.

That creates a potentially powerful political message:

«A man from one of Johannesburg's Historic Townships seeking to represent another historic township community.»

But Biography alone cannot determine an Election.

Alexandra voters would ultimately judge a candidate on whether he understands their current problems and whether he can translate political promises into practical municipal action.

Ward 109 is particularly significant because it is not exclusively Alexandra. It also extends into parts of Morningside, Wendywood and other surrounding areas.

That means a candidate contesting such a ward would have to communicate across different Socio Economic Communities.

The political challenge is therefore to demonstrate that the candidate is capable of representing the whole ward, rather than only one component of it.

---

SANDTON CBD: A COMPLETELY DIFFERENT ELECTORAL TEST

Sandton presents a different challenge.

Ward 103 is a geographically and Economically diverse ward, but its profile includes some of Johannesburg's most prominent Commercial and affluent areas.

The Sandton CBD is one of the country's most Recognisable Business Districts.

A candidate with a Township biography entering this environment would therefore be asking voters to accept a political proposition that crosses the traditional boundaries between Township politics and Johannesburg's economic elite.

That can be politically powerful.

It can also be politically difficult.

The question becomes:

Can a candidate whose political identity is rooted in Township Development also convince Sandton voters that he understands the requirements of a Major Commercial District?

Those requirements include reliable Municipal Infrastructure, clean public spaces, effective Traffic Management, security, economic growth, business-friendly municipal administration and efficient Service Delivery.

This makes Sandton a test not merely of political popularity but of administrative and economic credibility

---

MERRICKS' BIOGRAPHY VERSUS THE ELECTORAL TEST

Merricks' biography offers several potential political advantages.

A Township Origin

His Kliptown background provides a narrative of township experience rather than purely institutional political experience.

Entrepreneurial Experience

His business background potentially gives him a language of employment, investment, entrepreneurship and economic development.

Media Experience

His involvement in broadcasting gives him experience communicating directly with the public.

Johannesburg Identity

His activities have not been restricted to one township. His public profile has increasingly positioned him within wider Johannesburg political debates.

But there are also obvious questions voters may ask.

Can his entrepreneurial experience translate into municipal governance?

Can his media platform translate into votes?

Can his Township political message resonate in Sandton?

Can he demonstrate detailed knowledge of the municipal problems facing Alexandra?

Can he convince voters that he is capable of working within the institutional structures of the City of Johannesburg?

These questions are ultimately more important than the biography itself.

---

THE TIMING OF THE 2026 LOCAL GOVERNMENT ELECTIONS CAMPAIGN

The 2026 election campaign is taking place within a very different political environment from 2021.

The IEC has announced the 2026 Local Government Elections timetable, with candidate nominations opening and closing at 17:00 on 28 August 2026.

This means that, at the time of writing, candidate nomination processes are still an important part of the political contest.

Consequently, it is important to distinguish between:

a person's announced political intention,

a party nomination,

a submitted nomination,

and

an officially accepted IEC candidate nomination.

These are not necessarily the same thing.

Public social-media material associated with Merricks has indicated political ambitions for the 2026 Elections

---

THE BIG POLITICAL CONTRAST

The most interesting feature of Merricks' story is therefore the geographical and socioeconomic contrast.

KLIPTOWN

His biography begins in a historic township environment.

ALEXANDRA

His political ambitions potentially move into another major township community.

SANDTON

His ambitions simultaneously reach into one of Johannesburg's most important commercial districts.

The three locations represent very different dimensions of Johannesburg.

Kliptown represents historical struggle and township identity.

Alexandra represents contemporary township politics and service-delivery challenges.

Sandton represents Corporate Johannesburg , South Africa and Africa, investment and the Metropolitan Economy.

A candidate attempting to operate politically across all three spaces is therefore attempting to build a political identity that crosses Johannesburg's traditional Socio Economic boundaries.

---

FROM MEDIA VOICE TO POLITICAL REPRESENTATIVE IN AFRICA

The biggest question for Merricks is whether he can make the transition from commentator and media entrepreneur to elected representative.

Being able to speak about politics is different from governing.

Being able to criticise municipal government is different from sitting inside the municipal council.

Being able to attract media attention is different from winning a ward.

And having a compelling personal biography is different from building a sustainable electoral organisation.

The 2026 election will therefore provide a practical test of whether Merricks' public profile can be converted into political representation.

---

CONCLUSION: A POLITICAL JOURNEY ACROSS JOHANNESBURG , SOUTH AFRICA AND AFRICA

Chanon Lecodey Merricks' story is ultimately a story about political geography as much as it is about biography.

A boy from Kliptown has developed a public career in business and media and is now positioning himself within the contest for Johannesburg's local government future.

His reported ambitions involving Alexandra and Sandton place him at the intersection of two very different electoral constituencies.

Alexandra asks whether his township roots can translate into credible grassroots representation.

Sandton asks whether that same political identity can speak convincingly to residents, businesses and professionals in one of Johannesburg's most important economic centres.

The 2026 Local Government Elections will provide the real answer.

Ultimately, Voters will not elect a Biography.

They will Elect a Candidate.

And the decisive question for Merricks will be whether the story of "A Boy from Kliptown" can become the political story of a candidate capable of representing communities far beyond Kliptown itself.

The journey from Kliptown to Alexandra and Sandton is therefore not simply a geographical journey. It is a test of whether personal history, entrepreneurship, media visibility and political ambition can be transformed into electoral trust.

---

EDITOR'S NOTE

This article distinguishes between Merricks' publicly documented biography and political announcements and an official IEC confirmation of a final 2026 candidate nomination. The IEC's official election information should be treated as the authoritative source for the final candidate list.
