THE AFRICAN NATIONAL CONGRESS  WELCOMES CLARITY ON THE BELA ACT PROCESS 

African National Congress (ANC) welcomes clarification of the processes surrounding the Basic Education Laws Amendment (BELA) Act. It is important that all parties within the Government of National Unity (GNU) uphold the integrity of the agreed Clearing House Mechanism to ensure transparency and collective decision-making. 

The ANC strongly condemns attempts by the Democratic Alliance (DA) to bypass established processes in a desperate effort to perpetuate apartheid-era standards in our education system. Such actions are a direct affront to the principles of transformation and equity that underpin our democracy. 

The ANC remains committed to ensuring that legislative processes, including the BELA Act, reflect the shared vision of a united and transformed South Africa. 

We call on all GNU parties to respect the spirit of collaboration and work towards resolutions that benefit all South Africans.

MEC CHILOANE REJECTS BILATERAL AGREEMENT ON BELA BY MINISTER AND PARTNERS

The Gauteng Education MEC, Mr Matome Chiloane, wishes to express his disappointment and firm rejection of the so-called bilateral agreement between the Minister of Basic Education and her partners regarding the BELA Act.

The so-called agreement among others proposes that:

“Sections 4(d), 4(f), and 5(c) of the BELA Act should not be implemented until national policies, regulations, and norms and standards are developed. Furthermore, Sections 4 and 5 are to be introduced on a phased basis, subject to these developments”.

This bilateral agreement, entered into by the Minister, National Economic Development and Labour Council (NEDLAC) and Solidarity, represents the minority and as such undermines what was intended by the President.

MEC Chiloane is deeply concerned that this agreement effectively “ring-fences” certain public schools for the exclusive use of specific societal groups. The agreement also suggests that Heads of Departments (HODs) must seek permission from, or consult, School Governing Bodies (SGBs) to change a school’s language policy or to administer learner admissions. 

This approach, the MEC asserts, will enable SGBs to block transformation efforts. It might also allow some single-medium schools to resist introducing additional languages, even when local demographics dictates inclusivity to accommodate learners residing in the same area.

MEC Chiloane criticised the agreement for representing the interests of only one sector of society, describing it as a thinly veiled attempt to preserve culture at the expense of transformation.

He questioned why the Minister of Basic Education consulted only one segment of society and intends to present to the President such recommendations based on this one-sided engagement as a solution for the broader education sector.

It is paramount to note that National and Provincial spheres of government have concurrent legislative competence in accordance with Schedule 4 of the RSA Constitution (Act 108 of 1996) in terms of Sections 43 and 44 of the constitution. 

It is common cause that the President signed BELA Act into law in September 2024, and the implementation was subsequently, suspended for three months for consultations of two clauses. The Minister is expected to work with the provincial departments in the implementation of BELA Act, it is our view that the approach adopted by the Minister is against the constitutional principles, that of engaging the provinces for matters of concurrent powers.  In our opinion, the clauses that have been put on hold allow for sufficient consultation and adequately follows due processes with regards to admissions and language.

Therefore, MEC raised concerns about the Minister making public statements and agreements that implicate provincial HODs and MECs without prior consultation. He described this approach as foreign to a sector that thrives on collaboration and consensus for effective governance.

MEC Chiloane called for a more inclusive and consultative approach to addressing the transformation challenges in education, ensuring that the interests of all South Africans are considered in shaping the future of the sector.

Yesterday, 28 November, Minister Gayton McKenzie and Deputy Minister Peace Mabe honoured some of South Africa’s greatest living legends in the creative sector. Hosted at Radisson hotel in Ekurhuleni, the session launched a newly envisioned approach to supporting and honouring senior creative giants for their immense contribution to the creative industry.

In his address, the Minister emphasised that the department was working on a new funding model so that legends can have sustainable livelihoods. An honorarium payment of R100,000 is also being made to selected legends ahead of the Christmas break.

Living legends such as Lillian Dube, Dr John Kani, ⁠⁠Sue Williamson, ⁠⁠Noria Mabasa, ⁠⁠Helen Sebidi, ⁠⁠David Mothibi, Andrew Chabeli, ⁠⁠Omar Badsha, Thembi Mtshali-Jones, Marah Louw, Ouma Katrina Esau, ⁠⁠Hilda Tloubatla, Abigail Kubheka, Esther Mahlangu, Nombi Flatela and Babsy Mlangeni and many others from all corners of South Africa attended the event.

JOHANNESBURG POLICE METROPOLITAN DEPARTMENT AND SOUTH AFRICAN POLICE SERVICE GETS INVOLED WITH THE REA VAYA BUS SERVICES BEING HALTED BY TAXI ASSOCIATION 

On Friday, November 29, 2024, the Rea Vaya 45 feeder buses began operations, as confirmed in a media statement from the Executive Director (ED) for Transport on Thursday, November 28, 2024. 

However, the Taxi Association (TA) defied a court order and disrupted the bus services by blocking roads with their patrol cars.

In response, the Johannesburg Metropolitan Police Department (JMPD) acknowledged a shortage of personnel to handle the situation but has pledged to bolster their presence going forward. 

 A meeting will be held this weekend between the JMPD and the South African Police Service (SAPS) to discuss the ongoing situation. 

The 45 feeder buses are scheduled to resume operations on Monday, December 2, 2024.

As the gateway to this beloved continent, South Africa will ensure that its G20 Presidency maintains a strong symbiotic relationship with the African Union (AU). Mpumalanga -South African Social Security Agency [SASSA] is on the heels of fraudsters to empower social grants beneficiaries and the public at large through a special Integrated Registration Outreach Programme [ICROP]. This programme will assist in educating and curb fraudulent activities engulfed by the Covid-19 SRD grant [R370].

To also motivate those outside the grant system to check if their Identity numbers have not been fraudulently misused. The Agency is targeting Shopping complexes, police stations, clinics, taxi ranks and other areas of community convergence. SASSA is aiming to instill a sense of vigilance and to disturb the fraudsters on their tracks, who are out there targeting vulnerable social grants potential recipients and beneficiaries.

During this outreach people will be assisted with status checks, change of mobile numbers and Identity biometric verification.

Gauteng Provincial Government has welcomed the Cabinet’s decision to host the annual G20 Leaders’ Summit in Johannesburg that will take place in November 2025.   This follows a recommendation by an inter-ministerial committee that is responsible for organising the G20 Summit.  

South Africa assumes the G20 Presidency from 1 December 2024 to November 2025 The inter-ministerial committee consisted of ministers of Home Affairs, Public Works and Infrastructure, Sports Arts and Culture, Finance and International Relations and Cooperation. Gauteng’s airports and hotels capacity played a major role in being selected as the host province.  

The province has three airports, OR Tambo International, Lanseria International and Waterkloof Air Force Base airports.   Premier Panyaza Lesufi welcomed this decision, adding that the 7th Administration aimed to make Gauteng a destination of choice. 

  “Gauteng province will once again showcase its world-class venues and infrastructure for meetings, incentives, conferences, exhibitions and events. “Gauteng is known as the gateway to Africa’s travel and business experiences.  

Our province has an impressive track record of delivering exceptionally unique experiences for business and leisure visitors alike. The Minister of Cooperative Governance and Traditional Affairs (COGTA), Mr. Velenkosini Hlabisa has on 7 November 2024, introduced a new Standard Draft By-Law for Township Economies. This by-law, issued in accordance with the Local Government: Municipal Systems Act of 2000, aims to create an enabling environment for small businesses in townships, supporting economic inclusion, job creation, and community empowerment.

The new by-law is a bold statement of CoGTA's commitment to transforming townships into vibrant economic hubs that provide sustainable opportunities for residents. This regulation is designed to harmonize township business ecosystems by providing standardized norms and facilitating easier entry and operation for both formal and informal businesses. It supports businesses with tailored resources, including permit registration processes and designated trading spaces, ensuring streamlined operations within municipal jurisdictions.

Key Features of the By-Law include:

1.    Enhanced Freedom for Business Activities: Any individual with a business license may now conduct business within designated areas, subject to local quotas that ensure equitable opportunities for South African citizens and residents. This regulation aligns with the Constitutional right to freedom of trade, supporting entrepreneurial efforts that contribute to township vitality.

2.    Designated Business Zones: Municipalities are empowered to establish business zones, creating spaces specifically tailored to retail, industrial, and mixed-use enterprises. This targeted approach ensures an efficient use of space, aligning township development with broader spatial planning goals to attract investment and infrastructure improvements.

3.    Business Support and Capacity Building: To further support township businesses, municipalities will facilitate workshops, training, and access to essential resources such as infrastructure and markets. This proactive approach helps small business owners improve operational capacity, while also promoting compliance with relevant laws and standards.

4.    Simplified Permitting and Registration: The new standard draft by-law introduces an efficient permit and registration system that provides clear guidelines for businesses, including both physical and online access to application forms. Municipal officials will assist applicants in the process, ensuring timely approvals and smooth operations for new and existing businesses.

5.    Safety and Compliance Assurance: The by-law mandates that all business activities align with public health and safety regulations. Regular inspections and public awareness campaigns will ensure that township businesses uphold the highest standards, protecting both entrepreneurs and the communities they serve.

6.    Inclusive Growth Strategy: Recognizing the economic significance of townships, the by- law places a strong emphasis on skills development, mentorship, and market access initiatives to support businesses and help them thrive within local and broader markets.

“We are excited about this by-law as it is more than just a regulatory tool. it reflects our vision for township economies as key contributors to South Africa’s growth. Through inclusive, streamlined, and supportive governance, this initiative lays a foundation for sustainable economic activity in historically underserved areas, empowering individuals to participate meaningfully in the economy,” Minister Hlabisa said.

Kasi Broadcasting Africa “Kasi BC” was founded in 2023 by Chanon Lecodey Merricks ,an Entrepreneur from Kliptown ,Soweto . Born on 11 June 1976 during the youth uprising in South Africa


Chanon is a Matriculant who graduated in 1995. He passed the following subjects , Mathematics , Accounting , Physical Science , Biology, History , English and Afrikaans.


Mr. Merricks entered the corporate world after completing his matric, shortly after the tragic death of his mother , who was murdered in April 1995. He was faced with two options, either to turn to gangsterism or complete his schooling.Wisdom made him choose his education over retribution for his mother’s murder, who was a single parent with three children. He used this life changing experience to remind the youth not to have other people determine their future no matter the circumstances.


Mr.Merricks’s corporate career started as a stock carrier at Nu World Industries in Wynberg, the best factory floor experience in his life.He remember an incident when the owner , Mr Goldberg, called him one day on the factory floor , he asked him ,” what's that on the floor”, to which he replied “it's just a small screw”. Mr.Goldberg gave him the best lesson , he said,'' one screw a day on the floor into the dustbin , how many screws per year or over 10 years does that equate to?”. This was a valuable lesson he learnt.



Mr. Merricks then had the privilege to land an office job at Kredit Inform. He did not have computer experience and Mr. John Rossouw, his manager at the time, asked him during his interview ,

“what will you do since you don't have any computer experience?”


Mr. Merricks responded, “I will arrive an hour earlier in the mornings and leave an hour later in the afternoons”.He got the job and even after three months he continued arriving early and leaving late. 



Subsequently Mr. Merricks moved to a bigger company with more responsibilities as an Underwriting Assistant at Credit Guarantee .



This was the “University” of the Corporate world, his duties ,amongst others,included dealing with business clients and banks. After three years he followed his dream of becoming an Entrepreneur, culminating in the establishment of Kasi Broadcasting Africa.


After conducting extensive research in Townships, we identified challenges that impede the

economic participation of township residents in the formal and informal economy.


We identified that the media is the biggest challenge facing township residents.


We came with up with the following practical solutions:


Evidence suggests that 40% of township residents are unemployed, notwithstanding this

gloomy statistic township residents have the biggest buying power in the township economy.


The government spends almost R10 million on average on social grants per township every

month, that equates to billions of rand in buying power monthly.


Almost 100% of that revenue is not reinvested into the Township Economy to create jobs and

wealth for township residents.


South Africa Population at 60 Million with Gauteng , KwaZulu Natal and Eastern Cape

making up almost 70 % of that population.


We will use the 100 Township Model to ensure we deliver jobs and opportunities for
