The Department’s internal investigation found that between 2019 and 2021, the former Finance Clerk stole approximately R846 000 in school funds and manipulated bank statements to conceal the theft. “The GDE commends its Anti-Corruption Unit for its diligent work in ensuring accountability and reiterates its zero-tolerance stance on corruption and financial misconduct within schools.

The Department urges all school communities to report any suspected irregularities through official GDE channels,” said Gauteng Education MEC Matome Chiloane

Gauteng Premier Panyaza Lesufi is using the Department of e-Government

Gauteng Premier Panyaza Lesufi is using the Department of e-Government

Gauteng Premier Panyaza Lesufi is using the Department of e-Government to purchase equipment on behalf of the Department of Community Safety

The Democratic Alliance (DA) believes that these purchases by e-Government are irregular, may contravene the Public Finance Management Act (PFMA), and represent a misuse of public funds.

These shocking revelations emerged during a recent meeting of the Gauteng Legislature’s Portfolio Committee on e-Government, where it was confirmed that the Department of e-Government has been purchasing equipment on behalf of the Department of Community Safety.

Since the 2023/24 financial year, over R170 million has been spent by e-Government on items that fall outside its core mandate, including:

All these items should have been procured and paid for by the Department of Community Safety, which falls directly under Premier Panyaza Lesufi.

It is now abundantly clear that Lesufi has been using the Department of e-Government as a piggy bank to fund his Community Safety projects and boost his public image while simultaneously crippling e-Government through budget cuts and the diversion of critical funds away from its core technology functions.

This is not the first time the Premier has bent the rules. The Public Protector recently found that Lesufi’s government irregularly appointed and deployed thousands of so-called crime prevention wardens, “Amapanyaza”, costing taxpayers hundreds of millions of rands and without any lawful basis.

We will be writing to the Auditor-General to request a formal investigation into these transactions and to determine whether they amount to financial misconduct and a violation of procurement laws

World Leaders must act now to tackle Inequality G20

ONLINE EDITOR @KASIBC_AFRICA

World Leaders must act now to tackle Inequality G20

Dear Fellow South African,

When South Africa took over the Presidency of the G20 nearly a year ago, we identified ‘equality’ as one of the pillars of our term, alongside ‘solidarity’ and ‘sustainability’.

We chose to focus on equality because it is essential to a more stable, prosperous and sustainable world. If the G20 is going to live up to its mission to tackle pressing global economic and financial issues, then it needs to significantly and urgently reduce inequality.

Global wealth inequality is stark. The world’s richest 10 percent account for more than half of total global income. These people account for a staggering 74 percent of total global wealth. The human cost of these inequalities is severe; one in four people globally face moderate or severe food insecurity.

These huge disparities are unjust and consign billions of people to poverty. Inequality is bad for everyone. It makes the world less stable, fuels conflict and undermines democracy. It stifles inclusive economic growth and prosperity.

It is for this reason that I appointed an Extraordinary Committee of Independent Experts on Global Inequality as part of our G20 Presidency. The Committee, chaired by Nobel Laureate and renowned economist Joseph Stiglitz, handed over its findings last week. The report examines the causes and consequences of inequality and makes important recommendations.

Given the importance of equality to sustaining global growth, to social and political stability and to the legitimacy of international economic governance, it is good that at South Africa’s instance this will be the first time the G20 will focus on this matter and consider an in-depth report of this nature.

As Professor Stiglitz and his fellow experts note, the features of the international economy that perpetuate inequality “can be significantly affected by the decisions and actions of G20 governments”. They say that inequality is a policy choice. It is therefore critical that G20 leaders recognise the extent and urgency of the problem of inequality – and that they act accordingly.

Among the committee’s recommendations is the establishment of a permanent international body on inequality. This would be modelled along the lines of the Intergovernmental Panel on Climate Change (IPCC), which has been vital to global efforts to measure and respond to the climate emergency. In a similar way, the proposed International Panel on Inequality would bring focus to bear on inequality and measure, monitor and report on global and national trends in inequality among and within countries. It would be mandated to advise governments, multilateral bodies and institutions and the G20 on effective policy responses.

The report suggests policy levers that governments around the world can use to reduce inequality. It is noteworthy that South Africa already has a number of these policies in place. These include progressive taxation, minimum wage legislation, public expenditure on free or subsidised healthcare, zero-rating essential foodstuffs and strong social protection systems.

The report courageously cites market concentration, monopolies and anticompetitive business practices as key drivers of inequality.

Another important part of our response to inequality is to promote debt sustainability, especially for developing economies. Interest on sovereign debt repayments, particularly in Africa, is stifling public spending and economic growth. It is widening the gap between countries and within countries.

That is why we are using our G20 Presidency to advocate for the reform of the global financial architecture. The committee’s report echoes our position, calling for multilateral development banks to have an ‘inequality-reducing agenda’. In a similar vein, it suggests that governments might agree to establish ‘National Inequality Reduction Plans’, which would set clear goals to reduce both income and wealth inequality.

Although not all the recommendations made in the report are new, what we are pleased about is that this is the first time the G20 will be considering the issue of global inequality. It will be critical in the lead up to the Leaders’ Summit later this month that the report is widely-read and its recommendations given proper attention in the public discourse.

Inequality is one of the most pressing global issues of our time. This report provides a credible blueprint for the actions we need to take to overcome it.

With best regards,

The Vandalism of G20 Signage and the Revamped Infrastructure City of Johannesburg

ONLINE EDITOR @KASIBC_AFRICA

The Vandalism of G20 Signage and the Revamped Infrastructure City of Johannesburg

The Gauteng Provincial Government denounces and deeply condemns the malicious and seemingly coordinated acts of vandalism targeting the recently revamped public infrastructure around the City of Johannesburg on the eve of the G20 Leaders’ Summit. These mischievous and cowardly acts of vandalism, which include the destruction of newly installed G20 Summit signage near Nasrec by reported armed assailants and the damage to streetlights and traffic signals along the R55 route, represent a direct assault on our nation and its standing in the world.

This is not petty crime, but it's a deliberate and malicious campaign of sabotage, designed to undermine and tarnish the image of our province and country as we prepare to welcome global leaders. These inexcusable and vindictive actions are aligned and designed to consolidate the work of smear merchants who are promoting outlandish conspiracy theories and a certain negative narrative about the country.

The provincial government views this criminality in a serious light and will respond accordingly. We remind the perpetrators that this deliberate destruction of essential infrastructure is a severe criminal offence under the Criminal Matters Amendment Act of 2015, which specifically protects such assets, and the perpetrators face the prospect of imprisonment for up to 30 years. Additionally, anyone discovered in possession of stolen infrastructure material will be assumed guilty and have to prove their innocence due to reverse onus clauses.

The full and unrelenting might of the law will be brought to bear on all those found to be responsible. “We are aware that some roguish elements are mobilising to cause chaos, and we are working in full cooperation with all national security structures. We have directed our law enforcement agencies to conduct a thorough investigation. We will identify, apprehend, and fully prosecute

MAFUBE LOCAL MUNICIPALITY SERVICES DELIVERY

ONLINE EDITOR @KASIBC_AFRICA

MAFUBE LOCAL MUNICIPALITY SERVICES DELIVERY

The Democratic Alliance (DA) will push for urgent Public–Private Partnerships (PPPs) to restore service delivery and financial stability in Mafube Local Municipality. These partnerships will ensure that communities receive consistent access to water, proper road maintenance, and functional sewage systems, services that have collapsed due to years of mismanagement and financial neglect.

Residents of Mafube Local Municipality are growing increasingly frustrated as they continue to face poor service delivery while municipal employees remain uncertain about their salaries. Basic services such as water, road repairs, and sewage maintenance have deteriorated.

Yet, the municipality continues to host mayoral imbizos and Government Communication and Information System (GCIS) events rather than addressing urgent community needs.

Acting Municipal Manager, Jamela Selapyane, recently expressed “sincere regret” for the delay in salary payments but failed to provide a payment date for October 2025 salaries. Rumours that salaries for October, November, and December will only be paid once the equitable share is received in December have left employees anxious. Labour unions already started with demonstrations on Friday, 7 November 2025, and the municipality closed their doors at 12:00 on that day.

Despite assurances that efforts are being made to resolve financial problems, invoices for services rendered have only been distributed since the 5th of November.
In Villiers, two private companies stepped in to supply purification chemicals after the town was left without water for three days.

In Ntswanasatsi, residents have been without water for three weeks due to a broken tanker, while in Frankfort, sewage leaks and water repairs are delayed because a municipal service vehicle is out of order. Managers claim worker absences are worsening service delays, though the acting municipal manager insists she is unaware of any strike.

We maintain that partnerships with the private sector are crucial for sustainable service delivery. However, Mafube’s management has repeatedly refused to enter into Public–Private Partnerships (PPPs), despite multiple negotiations.

A Section 139 intervention led by Thomas Mkhaza in 2022 sought to establish collaboration between the municipality and the Mafube Business Forum (MBF).

The proposed agreement aimed to promote corruption-free governance, financial sustainability, and efficient service delivery.

Rural Free State, a service provider, even offered free support for one year, including auditing water meters, training staff, and improving the billing system. Yet, management under both former administrator Adv. Mothusi Lepheana, the current acting municipal manager, and Selapyane rejected the plan, opting instead to hire multiple consultants at additional cost.

The DA highlights the municipality’s lack of accountability, transparency, and financial management as root causes of its ongoing collapse. We reiterate our mission to fix dysfunctional municipalities, end corruption, and ensure affordable, reliable services for all residents.

MINISTER SENZO MCHUNU’S WILLINGNESS TO STEP ASIDE

MINISTER SENZO MCHUNU’S WILLINGNESS TO STEP ASIDE

The African National Congress confirms that Comrade Senzo Mchunu had indicated his willingness to step aside from organisational work following the announcement of the Commission of Inquiry by President Cyril Ramaphosa

The ANC acknowledges his continued cooperation with the Madlanga Commission and the ANC Integrity Commission, in line with the movement’s values of accountability, discipline, and respect for due process. The National Executive Committee (NEC) discussed the circumstances surrounding Comrade Mchunu’s matter and, consistent with the provisions of the ANC Constitution and established policy on such matters, agreed that he would continue to perform organisational tasks while on special leave from his Cabinet responsibilities

The ANC continues to monitor developments, and the NEC will revisit its discussion should new developments arise that warrant further consideration.

As a movement rooted in renewal and ethical leadership, the ANC reiterates that once a member is criminally charged, they voluntarily step aside from their responsibilities until the conclusion of such matters.

This policy position, unique to the ANC, reflects the organisation’s enduring commitment to integrity, transparency, and accountability.
